Summary

• authorize and freeze the PocketRoot v0.2.0 source/Swift Package release under MIT
• regenerate deterministic release composition, readiness, checklist, SPDX SBOM, and checksums
• publish bilingual v0.2.0 release notes, changelog, integration guidance, and exact-version examples
• require the source track to be Ready in CI while keeping Runtime/App/RootFS/binary distribution fail-closed

Release boundary

This PR authorizes only PocketRoot source and Swift Package metadata. It does not authorize or attach RootFS, App, IPA, archive, mirrored XCFramework, native binary, or binary SDK assets.
