What/Why

The first weekly external scan (run 38341512558) flagged houston.altnetconf.com (432) and repo.or.cz (connection reset). Both return 200 locally, so they block GitHub runner IPs rather than being dead. This ignores both hosts and moves the repo.or.cz link to the HTTPS URL it redirects to.

AI role

Claude Opus 5.5 diagnosed the CI-only failures and made the change; I approved the approach.

## What/Why

houston.altnetconf.com (432) and repo.or.cz (connection reset) fail from GitHub-hosted runners but return 200 locally, so the weekly external report always flagged them. Ignore both and move the repo.or.cz link to the HTTPS URL it redirects to.

## Proof it works

Both URLs return 200 locally; just links reports 0 errors.

## Risk

Low. Two ignore patterns and one link scheme change.

## AI role

Claude Opus 5.5 diagnosed the CI-only failures and made the change; I approved the approach.
