PE review: SessionEventArgs helper extract is control-flow only; H2 S107 and TCP S108 use justified suppress/comments (no heap param objects, no dispose logging); ResponseHandler drops a redundant !. Inspector/CLI/tests absorb complexity and dead-code cleanup. HKCU Firefox registry assert remains an environmental flake unrelated to this diff.

Require cli-e2e for NuGet/tag and Plus packaging; skip duplicate push editions; add stable Linux compare-product-smoke; nuget audit, Dependabot, CodeQL, and CycloneDX SBOMs. Keep Chocolatey/winget skipped via SKIP_CATALOG_PUBLISH.
dotnet restore does not accept --audit switches on this SDK; use -p:NuGetAudit*. Harden DecryptEnable_WhileTrustBusy for fast Mac runners after the RotateCa helper extract.
Windows ui-portable flaked when StatusText was still Starting proxy after BindPort was live.
Default advanced CodeQL already covers PRs; the duplicate PR Analyze (csharp) job was failing and marking the beta PR unstable.
