runtime: align LTP parameters with Linaro - #3245

Pass Kirk's executable as KIRK_PATH, the parameter consumed by the Linaro test definition. Quote SKIPFILE so an empty value remains an empty string. Signed-off-by: Aishwarya TCV <aishwarya.tcv@arm.com>
