Prepares the independent kyson-proxy-prod production activation. Adds a local legacy-to-new secret importer, manual infrastructure plan dispatch, external static-IP reference support, production runbook, and GitHub legacy-secret cleanup guard.\n\nValidation: make validate (with OpenTofu 1.12.6 and Actionlint 1.7.12).\n\nNo GCP production resources or GitHub production secrets were changed by this PR.
