PHP 8.1 is end-of-life. The minimum PHP version is now 8.2.

Overview
Raises the minimum supported PHP version to 8.2 by updating
composer.json(php >=8.2) and documenting the same in the README (previously 7.3).CI is narrowed to current runtimes: the workflow matrix drops 7.3–8.1 and runs 8.2, 8.3, and 8.4 only, each with
