Cuts release 1.3.0 by bumping package metadata (
pyproject.toml,ldotel/__init__.py, release-please manifest) and updating CHANGELOG and PROVENANCE verification examples to 1.3.0.The release notes document compatibility and dependency changes already merged on main: Python 3.14 is supported and 3.9 is dropped (minimum 3.10), and
