Part of a sweep aligning every Go version pin across the project on 1.26.5, prompted by golangci-lint in the api repo refusing to load a config whose target Go was newer than the Go it had been built with.

Only the workflow moves. go.mod deliberately stays at go 1.22.0, so the published CLI module remains installable on older toolchains. The release build itself now runs on 1.26.5.
