Add AWS Partner Revenue Measurement (PRM) tag
This PR adds LocalStack's AWS APN partner tag to this sample's IaC config:

What this is: A required tag for AWS Partner Revenue Measurement, so that AWS
attributes usage of this sample to LocalStack as an APN partner.
What this isn't: Any change to the sample's functionality, dependencies, or
behavior. This is a tag-only diff — no resources, versions, or logic were touched.
Verification performed:
[tflocal plan / cdklocal synth / sam validate / serverless print]ran clean[existing CI workflow name, or other non-deploy validation]still completes successfullycc @[maintainer if not the PR author]
