Updates the Python Foundry integration to allow Azure AI Projects 2.9.0 and locks the workspace to that version.
Changes:
- Expands the supported dependency range from
<2.8.0to<2.10.0, retaining the>=2.2.0minimum. - Updates the locked version and distribution metadata from 2.7.0 to 2.9.0.
