Motivation & Context

When ToolApprovalMiddleware is active, it maintains function-invocation budget tracking (attempt_count, total_function_calls, and start_time) in session.state["_function_invocation_budget_state"] across approval boundaries.

If an execution turn terminates due to a provider error, timeout, or task cancellation, _clear_budget_state_from_session was not called (it only ran on clean completion or in _response_invalidation_cleanup). Consequently, subsequent retries on the same session inherited the depleted budget from the failed turn, prematurely triggering tool limits or turning off tool execution.

Description & Review Guide

  • What are the major changes?
    • In _tools.py (FunctionInvocationLayer.get_response):
      • Wrapped non-streaming dispatch in _run_non_streaming() with try...finally: _clear_budget_state_from_session(invocation_session, budget_state) ensuring budget state is cleaned up after unhandled exceptions and cancellations.
      • Wrapped streaming dispatch in _run_streaming() with try...finally: _clear_budget_state_from_session(invocation_session, budget_state) ensuring budget state is cleaned up on generator termination, error, or early close.
      • Verified that existing pause-for-approval behavior is preserved: _clear_budget_state_from_session checks for pending approvals in session.state[_TOOL_APPROVAL_STATE_KEY], retaining budget state during legitimate human-in-the-loop pauses while purging it on errors.
    • Added unit test test_tool_approval_clears_budget_on_turn_failure in test_harness_tool_approval.py validating that transient turn errors clear the session budget across streaming and non-streaming modes.
  • What is the impact of these changes?
    • Same-session retries following transient errors or task cancellations receive their full turn iteration and tool call budget without starving subsequent requests.
  • What do you want reviewers to focus on?
    • Error and cancellation exit paths in get_response and parity between streaming and non-streaming cleanup.

This Contribution License Agreement (“Agreement”) is agreed to by the party signing below (“You”),
and conveys certain license rights to Microsoft Corporation and its affiliates (“Microsoft”) for Your
contributions to Microsoft open source projects. This Agreement is effective as of the latest signature
date below.

that is delivered by You to Microsoft under this Agreement.
“Project” means any of the projects owned or managed by Microsoft and offered under a license
approved by the Open Source Initiative (www.opensource.org).
“Submit” is the act of uploading, submitting, transmitting, or distributing code or other content to any
Project, including but not limited to communication on electronic mailing lists, source code control
systems, and issue tracking systems that are managed by, or on behalf of, the Project for the purpose of
discussing and improving that Project, but excluding communication that is conspicuously marked or
otherwise designated in writing by You as “Not a Submission.”
“Submission” means the Code and any other copyrightable material Submitted by You, including any
    associated comments and documentation.
  2. Your Submission. You must agree to the terms of this Agreement before making a Submission to any
Project. This Agreement covers any and all Submissions that You, now or in the future (except as
described in Section 4 below), Submit to any Project.
  3. Originality of Work. You represent that each of Your Submissions is entirely Your original work.

🟡 Changes recommended

Closing a partially consumed public stream no longer awaits provider cleanup or propagates provider-close errors because the inner invocation generator is not explicitly closed, violating the existing lifecycle contract.

What changed in this PR

This PR addresses #9677 by clearing failed-turn function-invocation budgets from Python agent sessions, so retries do not inherit depleted limits while pending approvals retain their budget.

Changes:

  • Adds finally cleanup around streaming and non-streaming invocation loops.
  • Adds a regression test for provider failures in both modes.
  • Adds implementation plans for budget cleanup and a separate Windows shell-parsing change.
File Description
python/packages/core/tests/core/test_harness_tool_approval.py Tests session budget removal after provider errors in both modes.
python/packages/core/agent_framework/_tools.py Wraps invocation dispatch with budget cleanup.
docs/superpowers/plans/2026-11-06-issue-9819-windows-shell-parsing.md Documents a separate Windows command-line parsing proposal.
docs/superpowers/plans/2026-11-06-issue-9677-tool-approval-budget-cleanup.md Documents the budget cleanup implementation and validation plan.

Python: [Bug]: A failed run with ToolApprovalMiddleware leaves the tool-loop budget in the session, and the retry gets fewer or no tool calls
