Fixes #7771. python/README.md still said 'Learn docs are coming soon' while the Learn content is live; this swaps the placeholder for the three entry links the root README uses (all three verified 200 today). Note the issue's second claim does not hold: docs/design exists on main, so the Design Documents link is left alone.
