Failed to change SPDX identifier of license

• I checked the existing issues for duplicate problems
• I have tried resolving the issue using the support portal

Describe the bug

i have relicensed my project and tried to change identifier.

Steps to reproduce

1. go to license page of mod
2. change identifier (in my case from WTFPL to WTFNMFPL)
3. click save

Expected behavior

probably it have to apply new identifier

this is happens in project that pass moderation.

also i can create new projects with such id but existing one fails to change.

license url can be changed. both also cant.
