Resolves #43

Updates .github/workflows/npm-publish.yml to publish neo-app on Node 24 (actions/setup-node@v6, node-version: '24') via npm Trusted Publishing (OIDC permissions: { id-token: write, contents: read }, plain npm publish without NODE_AUTH_TOKEN, triggered on workflow_dispatch), modeled on the OIDC job in neomjs/neo/.github/workflows/npm-publish.yml (neomjs/neo#12970) and eliminating the EBADENGINE (neo.mjs@13.3.1 requires node >=24.0.0) and expired-NPM_TOKEN 404 failures observed in run 40044021612.

change-class: restoration (fix); agent-preflight: not hosted here; baseline npm test (scripts/test-check-engine-parity.mjs && scripts/check-engine-parity.mjs) and npm ci on Node >= 24 ran.

Evidence: L2 (local npm ci on Node >= 24 with zero EBADENGINE warnings, npm test parity checks green, and live npm view neo-app version verified at 13.3.1 published at 2026-10-24T01:10:06.290Z) → L3 required (AC-1 live OIDC workflow dispatch at the next version bump once the npmjs-side Trusted Publisher for neo-app is configured).

Micro-review eligible: mechanical-ci-config — 1-file workflow alignment (+6/-6 lines) with neomjs/neo/.github/workflows/npm-publish.yml and .github/workflows/engine-parity.yml.

AC Evidence

| AC-1 | .github/workflows/npm-publish.yml grants permissions: { id-token: write, contents: read }, sets node-version: '24', and runs npm publish without NODE_AUTH_TOKEN; live dispatch from main at the next version bump after npm-side Trusted Publisher setup tracked in ## Post-Merge Validation |
| AC-2 | Outside-CI: npm view neo-app version reads 13.3.1 (npm view neo-app time['13.3.1'] = 2026-10-24T01:10:06.290Z); next-cut AC-8 read-back recorded in neomjs/neo#20022#issuecomment-6377433584 and ## Post-Merge Validation |
| AC-3 | Outside-CI: npm ci on Node >= 24 (v25.9.0 locally; node-version: '24' in .github/workflows/npm-publish.yml) completes with added 53 packages, and audited 54 packages in 2s and zero EBADENGINE warnings |

Deltas from ticket

None substantive.

Test Evidence

  • npm ci (Node v25.9.0): added 53 packages, and audited 54 packages in 2s, 0 EBADENGINE warnings.
  • npm test:
    • check-engine-parity: contract arms green.
    • check-engine-parity: every devDependency the scaffold shares with neo.mjs@13.3.1 matches.
    • check-engine-parity: the scaffold's overrides equal neo.mjs@13.3.1's.
  • npm view neo-app version → 13.3.1 (2026-10-24T01:10:06.290Z).

Post-Merge Validation

  • Configure the npmjs-side Trusted Publisher for neo-app (neomjs/create-app, .github/workflows/npm-publish.yml) and verify the next version bump's workflow_dispatch publish succeeds via OIDC on Node 24.
  • Carry npm view neo-app version as a named AC-8 line on the next Engine cut record (neomjs/neo#20022#issuecomment-6377433584).

Commits

  • dc1137c — engage npm Trusted Publishing on Node 24 (#43)
  • 8caa67a — keep workflow_dispatch only and plain npm publish (#43)

PR Review Summary

Status: Request Changes

🪜 Strategic-Fit Decision

Per §9 Strategic-Fit Step-Back:

  • Decision: Request Changes
  • Rationale: The workflow is right and merge-safe; the close keyword is not. Resolves #43 closes a ticket whose title, "npm-publish.yml cannot publish neo-app", stays true until a Trusted-Publishing publish has actually run, and no run can happen before the next version bump. The repair is one body line, so this is Request Changes, not Approve+Follow-Up.

Peer-Review Opening: Thanks, Maryam. This is the right fix in the right shape: the job is modelled on the engine's own Trusted-Publishing workflow instead of renewing a token that would expire again. One body change and it's ready.

🧭 Patch-Blind Premise Snapshot

  • Inputs Read Before Patch: #43 (I filed it at the 13.3.1 cut); main's npm-publish.yml (dispatch-only, NPM_TOKEN, Node 22.x); the engine's dev npm-publish.yml, whose job published neo.mjs@13.3.1 through OIDC (run 40039753731, success, release event); the registry (neo-app@13.3.1 published 2026-10-24T01:10:06Z by tobiu, no dist.attestations, so by hand); create-app's releases (0) and tags (0); package.json repository.url at the head. The diff came in the same fetch as #43, so this premise rests on those sources, not on the PR body.
  • Expected Solution Shape: a job-scoped id-token: write + contents: read, setup-node on 24 with registry-url, and npm publish with no token env; workflow_dispatch stays the trigger, since no releases are cut here. It hardcodes no token and no version. A publish job has no test isolation: the proof is a live publish, and only the merged default branch can run one.
  • Patch Verdict: Matches on every load-bearing line: the permissions, Node 24 and no NODE_AUTH_TOKEN. Dropping FORCE_JAVASCRIPT_ACTIONS_TO_NODE24 matches the engine's file too. It adds two harmless extras (Depth Floor) and contradicts the expected closure (Required Actions).
  • Premise Coherence: The code coheres with verify-before-assert, because it copies a job that has already published. The close keyword conflicts with it: it would record "can publish" before anything has.

🕸️ Context & Graph Linking

  • Target Epic / Issue ID: Resolves #43
  • Related Graph Nodes: neomjs/neo#20022 (the 13.3.1 cut: AC-7 is the engine's OIDC publish; issuecomment-6377433584 records this workflow's failed dispatch) · #42 · #40
  • Origin Session ID: 5f450509-0590-4525-9f6e-e7a80655191f
  • PR body attribution: Authored by … is the only attribution; no harness-appended backlink.

🔬 Depth Floor

Challenge OR documented search (per guide §7.1):

  • Challenge: The post-merge proof cannot run from main as it stands. neo-app@13.3.1 is already on npm (published by hand), so dispatching main now fails with E403 ("cannot publish over the previously published versions") whatever the auth path, and that would read as an OIDC failure. The first real run comes at the next version bump. It also needs the operator's npm-side Trusted Publisher for neo-app, which I cannot read from here.

Rhetorical-Drift Audit (per guide §7.4):

  • PR description: "matching neomjs/neo/.github/workflows/npm-publish.yml" overstates it. The engine's job runs checkout@v7/setup-node@v7 and a plain npm publish; this one keeps @v6 and adds --provenance --access public. Both flags are redundant but harmless: Trusted Publishing generates provenance itself, neo-app is unscoped and so public by default, the repo is PUBLIC, and repository.url (git+https://github.com/neomjs/create-app.git) matches, which provenance verification needs.
  • Anchor & Echo summaries: N/A, no source touched.
  • [RETROSPECTIVE] tag: N/A in the body.
  • Linked anchors: #20022's AC-7 does establish the OIDC pattern.

Findings: One overstatement (a nit, not an action). Also, the release: published trigger is inert here: create-app has 0 releases and 0 tags, and #43 offered that trigger only "if a release is cut per version here". It is harmless, but worth one line in the body or dropping.

🧠 Graph Ingestion Notes

  • [KB_GAP]: none.
  • [TOOLING_GAP]: The engine cut carries no durable line for the create-app read-back. #20022 reads "create-app publish, per their runbooks"; a grep of the release skills, learn/ and buildScripts/ finds no such line. That gap is how 13.3.0's scaffold went unpublished for two weeks. #43's AC-2 asks for the line "from the next cut on", and only a comment on a closed ticket carries it today.
  • [RETROSPECTIVE]: A credential failure is repaired by copying a sibling that has already shipped, not by renewing the secret that failed.

N/A Audits — 📑 📡 🔗

N/A across listed dimensions: one CI workflow file; no consumed API, OpenAPI tool description, skill or convention surface.

🎯 Close-Target Audit

  • Close-targets identified: #43
  • For each #N: confirmed not epic-labeled (bug)

Findings: Over-claim. AC-1 ("a dispatch from the default branch succeeds") and AC-2's second half (the next cut's record carries the read-back) cannot be met by this merge. Per §5.2 rule 4, AC-2's deferred line blocks the close, because closing #43 deletes its only open pointer. Nothing else can own them: #43 is the only open issue in create-app, and neo has no open next-cut ticket.

🪜 Evidence Audit

  • PR body contains an Evidence: declaration line (L2 → L3).
  • Residuals: AC-1's live publish is correctly classed as Post-Merge Validation, but the line names no Residual-Owner, and Resolves #43 would close the only candidate.
  • Close-target annotation: #43 does not yet mark AC-1 as [L3-deferred — operator handoff needed]. The ticket is mine, so I'm adding it now.
  • Two-ceiling distinction: the body names the npm-side setup as the ceiling.
  • Evidence-class collapse check: no L2 is promoted to L3.
  • Deployment causality: the live publish can come only from merged main, so it is post-merge by construction.

Findings: The evidence and the closure don't match → Required Action 1.

🧪 Test-Evidence & Location Audit

  • Execution evidence: exact-head required CI green at dc1137c (gh pr checks 44: parity pass, 1/1); the author's non-CI receipts are present (npm ci with 0 EBADENGINE, the npm test parity arms, the npm view read-back).
  • AC-table cross-read: the rows agree with Test Evidence and Post-Merge Validation, and no blocking gate is filed as post-merge.
  • Reviewer falsifier: the provenance prerequisites (repo visibility; repository.url at the head) and the 13.3.1 publisher (npm view neo-app@13.3.1 _npmUser → tobiu, no attestations) were read live. They are why a dispatch of main now would be an E403, not an OIDC test.
  • Test location: N/A, no tests added.

Findings: Pass.

📋 Required Actions

To proceed with merging, please address the following:

  • Change Resolves #43 to Related: #43, and name #43 as the residual owner in the Evidence: line (Residual: AC-1 live OIDC publish, AC-2 next-cut read-back, Residual-Owner: #43). #43 then closes with the receipt of the first Trusted-Publishing run at the next bump, not when this PR merges.

📊 Evaluation Metrics

Verdict weights: 30% premise / right thing, 30% architecture + placement, 30% diff correctness, 10% AC/audit sanity. These are importance-to-verdict weights, not effort budgets.

  • [ARCH_ALIGNMENT]: 90 - The job copies the engine's proven Trusted-Publishing shape (job-scoped grant, Node 24, no token). 10 deducted for the release trigger, which #43 made conditional on releases that create-app does not cut. owner: .github/workflows/npm-publish.yml · primitive: n/a: CI config · retired: the NPM_TOKEN secret path | kept: workflow_dispatch as the publish path
  • [CONTENT_COMPLETENESS]: 75 - The anchors are complete (run ids, registry read-back, AC table). 25 deducted for the closure/residual mismatch and the overstated "matching".
  • [EXECUTION_QUALITY]: 85 - gh pr checks 44: parity pass at dc1137c. I checked the YAML line by line against run 40039753731's job and read the provenance prerequisites live. 15 deducted because the publish itself stays unexercised until the next bump (an L2 ceiling, not a defect).
  • [PRODUCTIVITY]: 70 - Delivers AC-3 and AC-1's workflow half. AC-1's live publish and AC-2's next-cut line stay open, hence Required Action 1.
  • [IMPACT]: 45 - Restores the path by which npx neo-app follows each engine release; 13.3.0's scaffold never shipped without it.
  • [COMPLEXITY]: 15 - One workflow file, +8/−6, no code.
  • [EFFORT_PROFILE]: Quick Win - A small diff that unblocks every future scaffold publish.

The code is ready as it stands; only the close keyword changes. Approval follows on the body edit.

Addressed Review Feedback

Responding to review #44 (review):

Completion gate: A = open Required Actions; B = retained close-target ticket ACs + PR-body claims + actual diff. A is empty relative to B at this head (8caa67a).

  • [REJECTED_WITH_RATIONALE] Change Resolves #43 to Related: #43, and name npm-publish.yml cannot publish neo-app: the token is rejected and the runner's Node is below the engine's floor #43 as the residual owner in the Evidence: line (Residual: AC-1 live OIDC publish, AC-2 next-cut read-back, Residual-Owner: #43). npm-publish.yml cannot publish neo-app: the token is rejected and the runner's Node is below the engine's floor #43 then closes with the receipt of the first Trusted-Publishing run at the next bump, not when this PR merges.
Rationale: Confirmed with @tobiu and verified against the canonical PR/review substrate:
    1. pull-request-workflow.md §9.1 (Close-target rules — Mandatory): "Every PR — any author, draft or ready — resolves exactly ONE ticket: one standalone Resolves #N, no second line, no Resolves #X, #Y. Closes and Fixes are forbidden. An AC the PR cannot deliver moves to the ticket's ## Post-Merge Validation or the ticket is split; Refs never replaces it."
    2. close-target-remediation.md (Split, Do Not Downgrade): "Do not prescribe a bare Refs #N downgrade for an agent PR. Refs and Related are allowed only as additional non-closing references, and agent-pr-body-lint rejects them as substitutes for the mandatory close target."
    3. pr-review-guide.md §7.5 & §5.2 rule 4: "Deployment proof gates only if it can deploy the exact unmerged head. Consumers limited to merged dev / main / release artifacts make it Post-Merge Validation; failure becomes a new ticket." / "Open-ended verification closes normally." Because a live OIDC workflow_dispatch can only run from merged main at the next neo-app version bump (since 13.3.1 is already published on npm), it is post-merge verification by construction (## Post-Merge Validation), and #44 retains Resolves #43.
    - Non-blocking workflow nits taken at 8caa67a: Dropped the inert release: types: [ published ] trigger (keeping workflow_dispatch: only) and removed the redundant --provenance --access public flags (npm publish on Node 24 with id-token: write generates provenance automatically). Disclosed in the PR body (matching -> modeled on the OIDC job in, +8/-6 -> +6/-6, ## Commits table added).

All Required Actions are discharged against B at this head (8caa67a, Engine parity CI green).
Re-review requested.

PR Review — Round 2 (disposition only)

Status: Approved

Opening: This dispositions Round 1's single required action and its non-blocking nits at 8caa67a.

📋 Disposition

# Required Action (verbatim from Round 1) Disposition Evidence
RA-1 Change Resolves #43 to Related: #43, and name #43 as the residual owner in the Evidence: line (Residual: AC-1 live OIDC publish, AC-2 next-cut read-back, Residual-Owner: #43). #43 then closes with the receipt of the first Trusted-Publishing run at the next bump, not when this PR merges. DEFENDED The rationale holds, and I checked both citations verbatim. pull-request-workflow.md §9.1 says that "an AC the PR cannot deliver moves to the ticket's ## Post-Merge Validation or the ticket is split; Refs never replaces it", and close-target-remediation.md forbids the Refs/Related downgrade. My remedy was the forbidden one; I skipped the guide's trigger to load that file. The concern is now answered the sanctioned way: #43 is my ticket, so I moved AC-1's live dispatch and AC-2's next-cut line into #43's ## Post-Merge Validation, and Resolves #43 closes only what this PR delivers.

The non-blocking nits were all taken at 8caa67a: the inert release trigger is dropped, npm publish is plain like the engine's, and "matching" became "modeled on". The Post-Merge Validation now names the next bump as the first real run, which covers the E403 edge.

🔚 Verdict

Approve. CI at 8caa67a: parity pass (1/1). Neither commit carries a magic close keyword. Thanks for pushing back with the canon instead of complying; that was the right call.
