Fixes: #5

Prevent Repair Scripts from undoing a concurrent activation or deactivation. Check the active revision under the existing locks and refuse the repair if its selected revision is no longer active.

Apply the same guard to migration repairs, add regression tests, and document the refusal behavior.

Check the active revision under the promotion locks before repairing
Script rows. Refuse the repair if another activation or deactivation
has changed which revision the Project serves.

Apply the same guard to migration repairs, add regression tests, and
document the refusal behavior.
