[stable33] ci: sync build workflows from master - #15958

Take sphinxbuild.yml and the reusable build-docs.yml from master, so PR CI builds stable33 the same way the nightly deploy-docs.yml run does. This drops the per-branch gh-pages deploy job, which master's scheduled deploy replaced, and the dead schedule-builds.yml (schedules only fire on the default branch). 31#15951stable33 still ran the old all-in-one
sphinxbuild.yml, with a per-branch gh-pages deploy job and aschedule-builds.ymlthat never fires off the default branch. The nightlydeploy-docs.ymlon master already builds this branch with the sharedbuild-docs.yml, so PR CI here built it differently from what gets deployed.This takes
sphinxbuild.ymlandbuild-docs.ymlfrom master and dropsschedule-builds.yml, same as stable35. This PR's own checks run the new workflow.✅ Checklist
