Update Vite+ from 0.2.9 to 0.3.0 in urllib.

Vite+ 0.3.0 is the latest npm release. This change updates the vite-plus and @voidzero-dev/vite-plus-core catalog entries. It also updates Vitest and its coverage package to 4.1.11.

vp migrate --no-interactive updated the pnpm overrides. Vite+ pnpm rebuilt the lockfile from npm. The stable migration removed the preview registry bridge.

vp config added the Vite+ tool-version guidance to CLAUDE.md.

vp install, vp check, vp test, vp run typecheck, and vp run build pass.
