perf(client): load locale messages on demand - #1160
The DevTools client (#1158) used to put all 10 locale JSON files into its bundle, even though a visitor only ever uses one. Now only English is bundled, because it is the fallback locale and defines MessageSchema. The other nine locales each build into their own chunk, and a chunk is fetched only when its language is resolved.
client/i18n/index.ts: a typed map, Record<Exclude<DevToolsLocale, 'en'>, () => import(...)>, replaces the static imports. If a new locale is added to DEVTOOLS_LOCALES without a loader, typecheck fails. A new setLocale() loads the messages before it changes i18n.global.locale, so the UI never shows missing keys. Each locale loads once, even when requests overlap. When the language changes quickly, the last pick wins. If a chunk fails to load, the error is logged and the current language stays.
client/plugins/i18n.ts: the plugin is now async. It awaits the starting locale before the first render, so non-English visitors don't see English for a moment. Later changes (hub language pick, __connection.json host default, browser language) go through setLocale.
Every i18n.global.t call outside components (app.vue, state-commands.ts, state-tabs.ts, frame-nav.ts) runs inside a getter or computed. Those calls still update when the locale switches after a chunk loads.
Verification
pnpm build: the client output has de-*.js, es-*.js, fr-*.js, ja-*.js, ko-*.js, pt-br-*.js, ru-*.js, zh-cn-*.js and zh-tw-*.js chunks (about 2 KB each). A grep for translated strings (執行時設定, Laufzeit, ランタイム) finds each one only in its own locale chunk.
pnpm knip: reports an unused ModuleOptions type in src/module.ts and unused catalog entries @nuxt/test-utils and sirv. These are in files this PR does not touch.
Not verified: switching languages in a running DevTools in the browser.
Written with the help of an AI agent (Claude Code).
The i18n module now loads non-English locale messages on demand and adds an asynchronous setLocale function. The function waits for message loading before switching locales, ignores superseded requests, and logs load failures without changing the current locale. The plugin awaits the initial locale setup and delegates later locale changes to setLocale. English remains available as the fallback.
DevTools can remain in the wrong language when host settings arrive during startup, or remain blank while a locale download stalls. Register the watcher before loading and bound the startup wait before merging.

The plugin awaits setLocale(locale.value), and Nuxt does not mount the client until app plugins finish. If a non-English locale chunk stays pending, the DevTools UI stays blank. Race the initial load against a timeout, then mount with English until the chunk resolves.

Register the locale watcher before awaiting the initial locale.
If the host default arrives while the initial locale chunk loads, locale changes before watch is registered. Vue does not call the watcher for that earlier change, so the UI stays in the initial language. Register the watcher first. setLocale already discards superseded requests.
