P1 Badge Keep init and analyze on the same CodeQL release

Every run initializes CodeQL with v4.38.2 on line 33 but now analyzes with v4.39.0 here. Mixing versions is unsupported, and CodeQL's non-init steps explicitly fail when loading configuration generated by a different action version, so this prevents the workflow from completing and uploading results; update the init pin alongside analyze (or keep both on v4.38.2).
