ci: bump golangci-lint to v2.14 - #1325

The stable Go is now 1.27, and golangci-lint v2.10 (built with go1.26) refuses to work with it: Error: can't load config: the Go language version (go1.26) used to build golangci-lint is lower than the targeted Go version (1.27.2) Bump to v2.14, which is built with go1.27 and supports it. This is a band-aid, caused by missing go.mod in the repo. CI has to create a new go.mod and it gets go version from the CI matrix (which is wrong), and so golangci-lint fails. There were a few proposals about adding go.mod and they all failed in one way or another. I'm preparing one more. |

OK it looks like golangci-lint bump is still needed (see #1326). |
