Arquillian Recorder 1.x jars are compiled against javax.xml.bind, so a build that keeps them while its JAXB API moves to jakarta.xml.bind-api 3.0 fails at startup with NoClassDefFoundError: javax/xml/bind/JAXBException. New scanning recipe RetainJaxbApiForArquillianRecorder, run after the API upgrade, adds javax.xml.bind:jaxb-api 2.3.x in runtime scope (test when Recorder is a test dependency) to Maven modules that depend on an org.arquillian.extension:arquillian-recorder-* 1.x artifact and on Jakarta XML Binding 3 or later, in the manner of the existing RetainJaxbApiForJackson. New recipe ChangeJaxbApiDependency wraps the existing jaxb-api relocation so it does not move that retained API on the next cycle. Recorder modules built in the same repository are excluded, since they are migrated along with the rest of it.

Found by a team of coding agents reviewing a Moderne run of org.openrewrite.java.migrate.jakarta.JavaxMigrationToJakarta over the 31 Arquillian repositories (run 20261003120559-YQoma). The issue is recorder-javax-jaxb-api-removed in the run's io.moderne.RecipeIssues data table (1 row), and the fix was discussed and reviewed on the run's message board. A row from the table, as a generalized example:

Upgrading the JAXB API removes javax classes still required by unchanged Recorder binaries. (arquillian/arquillian-graphene, extension/screenshooter/pom.xml, recipe org.openrewrite.java.dependencies.UpgradeDependencyVersion)

What the recipe produced:

Recorder 1.1.6.Final; jakarta.xml.bind:jakarta.xml.bind-api:3.0.1

Expected:

Recorder 1.1.6.Final; jakarta.xml.bind:jakarta.xml.bind-api:3.0.1; javax.xml.bind:jaxb-api:2.3.1 runtime

Stacked on #1275 (13 of 19); merge that one first.
