A module with javax:javaee-api in provided scope, relocated to jakarta.platform:jakarta.jakartaee-api 9.1.0, also received compile-scoped jakarta.ejb-api, jakarta.enterprise.cdi-api, jakarta.inject-api or jakarta.ws.rs-api for its migrated sources, which packages container APIs into the deployment. The DoesNotHaveProvidedApiDependency preconditions from the provided-scope pull request now also list javax:javaee-api and jakarta.platform:jakarta.jakartaee-api for CDI and EJB, and the Inject and REST migrations get the same guard through new declarative recipes AddJakartaInjectDependency and AddJakartaRestDependency. Standalone API dependencies already declared in the build are still relocated as before.

Found by a team of coding agents reviewing a Moderne run of org.openrewrite.java.migrate.jakarta.JavaxMigrationToJakarta over the 31 Arquillian repositories (run 20261003120559-YQoma). The issue is jakarta-api-duplicates-platform in the run's io.moderne.RecipeIssues data table (5 rows), and the fix was discussed and reviewed on the run's message board. A row from the table, as a generalized example:

Standalone compile API dependencies duplicate the migrated provided Jakarta platform API. (arquillian/arquillian-algeron, pact/consumer/ftest-container/pom.xml, recipe org.openrewrite.java.dependencies.AddDependency)

Before:

provided javax:javaee-api:7.0; @javax.ejb.Stateless class A {}

What the recipe produced:

provided jakarta.platform:jakarta.jakartaee-api:9.1.0; compile jakarta.ejb:jakarta.ejb-api:4.0.1; @jakarta.ejb.Stateless class A {}

Expected:

provided jakarta.platform:jakarta.jakartaee-api:9.1.0; @jakarta.ejb.Stateless class A {}

Stacked on #1281 (19 of 19); merge that one first.
