Summary

Rebase Kubernetes dependencies from v0.35.0 (k8s 1.35) to v0.36.2 (k8s 1.36).

• Bump all k8s.io/* deps to v0.36.2
• Bump controller-runtime v0.23.1 → v0.24.1
• Bump Go version 1.25.0 → 1.26.0
• Update openshift/api, openshift/client-go, openshift/library-go to latest
• Remove gogo/protobuf (dropped upstream in k8s 1.36)

This was a clean rebase — no source code changes required. The k8s 1.36 API
is fully compatible with the existing controller code.

• k8s 1.36 changelog reviewed — no breaking changes affect this repo
• Antagonistic code review — APPROVE

Notes

• Dockerfile and .ci-operator.yaml already reference golang-1.26-openshift-5.0 (updated in a prior commit on main)
• New default-true feature gates in 1.36 (AtomicFIFO, ClientsAllowCARotation, ClientsAllowTLSCacheGC, InOrderInformers, UnlockWhileProcessingFIFO) do not affect this repo
• .snyk has per-file vendor exclusions — all 15 excluded files still exist after re-vendoring
