• Bump all k8s.io/* dependencies from v0.35.0 to v0.36.2 (Kubernetes 1.36)
• Bump sigs.k8s.io/controller-runtime from v0.23.1 to v0.24.1
• Update Go version from 1.25.0 to 1.26.0
• Remove github.com/gogo/protobuf (dropped by k8s 1.36)

This is a clean dep-only bump — no source code changes were required. The existing
controller code is fully compatible with the bumped k8s.io and controller-runtime APIs.

Security

This rebase fixes multiple known CVEs in transitive dependencies:

• golang.org/x/crypto v0.48.0→v0.52.0: 6 CRITICAL + 2 HIGH CVEs fixed (including auth bypass CVE-2026-42508)
• golang.org/x/net v0.50.0→v0.55.1: 9 CVEs fixed (including XSS CVE-2026-27136)
• google.golang.org/grpc v1.72.2→v1.79.3: 1 CRITICAL authorization bypass (CVE-2026-33186)

Verification

Verified locally in a golang:1.26.0 container:

• go build ./... — PASS
• go vet ./... — PASS
• golangci-lint run — PASS
• go test ./pkg/cloudprivateipconfig ./pkg/cloudprovider ./pkg/controller/cloudprivateipconfig — PASS
• staticcheck -checks SA1019 ./... — 0 deprecated API usage
• go mod verify — all modules verified
• Antagonistic code review — APPROVE
