Bumps Kubernetes dependencies from v0.35.0 (k8s 1.35) to v0.36.2 (k8s 1.36.2).

• Go version: 1.25.0 → 1.26.0
• controller-runtime: v0.23.1 → v0.24.1
• openshift/{api,client-go,library-go}: updated to latest k8s-1.36-compatible commits
• gogo/protobuf: removed (deprecated upstream)

This is a pure dependency bump — no source code changes were needed. The project's APIs are compatible with k8s 1.36 as-is.

New feature gates (1.35 → 1.36)

AtomicFIFO, ClientsAllowCARotation, ClientsAllowTLSCacheGC, InOrderInformers, UnlockWhileProcessingFIFO

These are default-true in k8s 1.36. This repo does not use feature gates directly.
