Summary

Rebase Kubernetes dependencies from v0.35.0 (k8s 1.35) to v0.36.2 (k8s 1.36), Go 1.25.0 to 1.26.0.

• Bump all k8s.io/* deps to v0.36.2 and sigs.k8s.io/controller-runtime to v0.24.1
• Update openshift/{api,client-go,library-go} to k8s-1.36-compatible versions
• Remove gogo/protobuf (dropped by k8s 1.36 upstream)
• Bump Go minimum from 1.25.0 to 1.26.0
