Rebase Kubernetes dependencies from v0.35.0 (k8s 1.35) to v0.36.2 (k8s 1.36), Go 1.25.0 to 1.26.0.

• k8s.io/ deps*: All 8 versioned modules bumped from v0.35.0 to v0.36.2
• controller-runtime: v0.23.1 to v0.24.1
• Go version: 1.25.0 to 1.26.0
• OpenShift deps: api, client-go, library-go updated to latest pseudo-versions
• Removed: gogo/protobuf (dropped upstream in k8s 1.36)

This was a clean rebase — no Go source code changes were needed outside of go.mod/go.sum/vendor.

Verification

All passed locally in a golang:1.26.0 container:

• go build ./...
• go vet ./...
• golangci-lint run (via validate script)
• go test ./pkg/cloudprivateipconfig ./pkg/cloudprovider ./pkg/controller/cloudprivateipconfig (all PASS)
• staticcheck -checks SA1019 ./... (0 findings)
• Independent antagonistic review: APPROVE

Notes

• 3 pre-existing CVEs in indirect deps (grpc GHSA-hrxh-6v49-42gf, x/net CVE-2026-46600, x/text CVE-2026-56852) — not introduced by this rebase
• .snyk file uses per-file vendor exclusions (pre-existing, tracked by SDN-4462) — may need manual update if Snyk flags new vendor files
