Updates the centralized dependency pins in versions.mk to align OpenVINO / OpenVINO GenAI dependencies with the 2026.4.0 RC1 pre-release artifacts and corresponding source commit references, which are consumed by the build tooling (Makefile and Windows batch scripts).
