✨ Adopt ClusterObjectDeployment only when not controlled by another owner - #3077
The applier previously performed a server-side apply of the desired ClusterObjectDeployment (COD) with a controller ownerReference pointing at the ClusterExtension, with no explicit adoption check. If a COD named after the extension already existed and was controlled by a different owner, the apiserver rejects a second controller: true ownerReference, so the apply failed and the ClusterExtension looped on Progressing=True/Retrying.
This change adds an adoption guard in Boxcutter.Apply:
No COD yet → proceed (fresh install).
COD with no controller ownerReference → proceed; the existing apply adopts it by stamping our controller ownerReference.
COD already controlled by this ClusterExtension → proceed (normal steady-state / upgrade).
COD controlled by a different owner → return a terminal error, no apply attempted. The ClusterExtension reports Progressing=False with reason Blocked and a message naming the COD and the conflicting owner, rather than fighting that owner in a retry loop.
Reusing the existing Blocked reason means no API/CRD/manifest/doc regeneration is required.
Testing
New unit test TestBoxcutterApply_Adoption covers all existing-COD branches (adopt no-controller-ref, proceed when owned by this extension, refuse + terminal/Blocked when owned by a different controller, and that the foreign-owned COD is left untouched).
Full ./internal/... unit suite passes with envtest.
Reviewer notes
This affects the experimental (BoxcutterRuntime) COD-backed install path only.

Walkthrough
Boxcutter.Apply checks whether a named ClusterObjectDeployment can be adopted before generating desired content. It permits unowned deployments and deployments controlled by the current extension or a prior extension with the same API group, kind, and name. It rejects deployments controlled by another owner.

Summary
Check deployment ownership before apply internal/operator-controller/applier/boxcutter.go, internal/operator-controller/applier/boxcutter_test.go, internal/operator-controller/controllers/clusterextension_controller.go
Apply checks ownership before generating the desired deployment. Tests cover unowned deployments, current-extension ownership, adoption from a prior same-name extension, and rejection of a different owner. A controller comment describes the owner-watch limitation and possible re-enqueue behavior.
A blocked extension may need another reconciliation trigger after a conflicting deployment is removed. This rare recovery delay is documented for follow-up; the PR is mergeable with that limitation understood.

Assert that the foreign-owned deployment spec remains unchanged.
The fixture has no preexisting ClusterObjectDeployment.Spec, and the test checks only the owner reference. A regression that changes the spec while preserving the foreign owner and creating no Secrets would pass.

If the controller owner matches on Group, Kind, Name, I think we should adopt. That would mean that the CE with the expected name was deleted and re-created (which is possible in a backup/restore situation)

Good call — done. checkAdoptable now also adopts when the existing deployment's controllerRef matches the ClusterExtension by group + kind + name but carries a different UID (the delete-and-recreate / backup-restore case); a genuinely different owner (different name or kind) still gets the terminal refuse. The server-side apply then re-stamps the current UID as the sole controller (verified there's no dual controller ref). Added a unit test for the prior-incarnation case.

The applier now refuses to take over a ClusterObjectDeployment that already
carries a controller ownerReference belonging to a different owner, reporting
the ClusterExtension as Progressing=False/Blocked instead of fighting that
owner (which the apiserver rejects, causing a retry loop). A COD with no
controller ownerReference, or one already controlled by this ClusterExtension,
is still adopted.

FWIW, I think we've effectively disabled periodic resync by using the ResourceVersionChanged predicate. Was that an intentional choice? If not, perhaps something to reconsider.

Also, maybe instead of watching/caching all CODs in the CE informer cache so that we can do this mapping, we can just use RequeueAfter instead of the TerminalError. I don't think TerminalError is really appropriate here because some other change can happen in another object to unstick things. TerminalError to me is "you have to change this object to unstick things".
