### Breaking Changes
- Method `public java.lang.String getUsageRecordId()` has been removed from the model `com.oracle.bmc.self.model.CreateSubscriptionUsageRecordDetails` in the Service Enablement Lifecycle Framework service
- Client-side decryption using `KmsMasterKeyProvider(KmsMasterKey)` now rejects encrypted blobs whose master key ID, vault ID, or region differs from the configured key. To decrypt data encrypted with different KMS keys, use `KmsMasterKeyProvider(BasicAuthenticationDetailsProvider)`.
- Client-side decryption using `KmsMasterKeyProvider(BasicAuthenticationDetailsProvider)` now requires the region to be known independently of the encrypted blob through built-in SDK definitions, `Region.register(...)`, supported region metadata configuration, opted-in Instance Metadata Service (IMDS), or an exact region match on `ConfigFileAuthenticationDetailsProvider` or `SessionTokenAuthenticationDetailsProvider`. A region resolved only through implicit OC1 or `OCI_DEFAULT_REALM` fallback is rejected. If a region is not yet included in this SDK release, register it or supply region metadata before decrypting.
