What: Implements the React portion of FELT-143.

• Upgrade Lerna to 9.0.7 for OIDC support.
• Grant the release job OIDC permissions and install npm 11.21.1 for trusted publishing.
• Remove npm-token authentication from the release workflow and script while retaining GitHub credentials for release commits, tags, and PR comments.
• Include the workspace-data formatting exclusion added by lerna repair.

Testing:

• Immutable dependency install passed.
• ESM/CJS, package-generation, and UMD build stages passed. The combined build timed out during subpath generation; rerunning the remaining stages succeeded.
• React Tokens test and formatting/syntax checks passed.
• Versioning rehearsal completed in a disposable worktree using Lerna 9, with no publishing, release commits, tags, or pushes.

Before merging: Configure npm trusted publishers for all ten public Felt packages, authorizing patternfly/patternfly-react and release.yml. Actual OIDC publishing will be verified after merging.

Additional issues: Core repository migration will be handled separately.
