chore(wiki): remove obsolete submodule pointer

Remove the tracked .github/wiki gitlink and its sole .gitmodules entry. The working direct Wiki publisher already generates into .dev-tools/wiki-generated and clones the separate Wiki repository, so its workflow is preserved. The Wiki content/history are untouched.

Validation: Composer manifest validation, diff checks and no remaining tracked Wiki submodule references. Existing successful Wiki runs: https://github.com/php-fast-forward/config/actions/runs/38002867628. No runtime PHP or publication workflow changes.

The shared follow-up preventing normal dev-tools:sync from recreating Wiki submodules is php-fast-forward/dev-tools#366. Merge that shared change before the next normal DevTools synchronization.
