fix(wiki): pin the merged workflow revision

The Wiki run on main cannot resolve the pre-merge workflow commit after dev-tools#366 was squash-merged and its source branch was automatically deleted. Pin the caller to c637e7f9d8ae6059b8655996e56f6d17f874792c, the reviewed implementation now reachable from DevTools main.

Only the reusable-workflow reference changes. This revision also contains the reviewed no-API skip and corrected migration guides. The producer's main Wiki publication passed: https://github.com/php-fast-forward/dev-tools/actions/runs/38625071198. Validate this consumer's generation on the PR and publication after merge. No dependency, source, permission or submodule changes.
