docs(brand): align Dash banner archive policy

Use the local docs/_static/mascot-banner.png path for the contextual Dash README banner. Exclude /docs/ and root /README*.md files from package archives together so distributed README files do not refer to excluded images.

Validation: existing PNG structure, dimensions and SHA-256 verified; git archive contains no docs or root README Markdown; git diff --check passed. The image bytes are unchanged.
