ci: exclude Azure Portal links from the PR link check #24571

The PR link check (linkChecker in .github/workflows/link-fail-fast.yaml) fails on valid Azure Portal links. https://portal.azure.com/ returns HTTP 403 to automated requests, so lychee reports links such as the following as errors:
https://portal.azure.com/https://portal.azure.com/#browse/Microsoft.Storage%2FStorageAccounts
These links are correct for users who sign in to the Azure Portal. However, any PR that touches a line or file with such a link fails linkChecker, for example #24565 (tidb-cloud/configure-external-storage-access.md and tidb-cloud/changefeed-sink-to-apache-kafka.md). The English docs on master have 27 portal.azure.com links, and .lycheeignore on master, release-8.5, and i18n-ja-release-8.5 has no exclusion for them.

Add the following pattern to .lycheeignore on master, release-8.5, and i18n-ja-release-8.5:
https://portal\.azure\.com/.*
