fix(web): viewed files stay folded when a pull request reopens - #24361
In a pull request's Code tab, a file marked Viewed folds only in the moment the box is ticked. Reopen the pull request (or reload) and every viewed file opens expanded again, even though its box is still ticked.
Reproduce: set Settings → Default diff file state to Expanded, open any pull request's Code tab, tick Viewed on a file (it folds), reload or reopen the pull request, and open Code again. The file is still ticked but expanded. With the default setting (Collapsed) every file opens folded, which hides the problem.
Change
pullRequestDiff.logic.ts gains isFileDiffFoldedByDefault: a viewed file opens folded by default until the toolbar folds or unfolds every file. A file pushed to since it was marked is no longer viewed, so it opens again. PullRequestCodeTab uses that default for each file.
The reader's own folds were kept as flips of the default. Now that the default moves when viewed state arrives or a push un-views a file, a flip would invert (a viewed file the reader opened by hand would snap shut after a push), so they are kept as the state the reader asked for, and a choice that agrees with the default is dropped so the file keeps following it. Ticking still folds and unticking unfolds. Expand all still expands viewed files.
Scope and approval
A small, focused fix of an obvious bug: the Viewed checkbox and the file's fold disagree after a reopen. It touches only the Code tab's fold state and its tests, with no contract, server, or settings change. The fold-choice change is part of the same fix, since the new default would otherwise invert existing manual folds.
Verification
vp test run apps/web/src/components/pullRequest/pullRequestDiff.logic.test.ts: 9 passed, covering the viewed default, toolbar override, a manually opened viewed file surviving a push, and choice pruning.
vp test run apps/web/src/components/pullRequest/PullRequestCodeTab.browser.test.tsx: 2 passed. The new test renders a file already marked viewed with diffs set to open expanded and expects it folded; it fails on main and passes with this change.
vp fmt --check clean; vp run typecheck for apps/web passed.

Not checked: vp lint would not load the config locally (unknown field excludeFiles), so CI covers lint. Mobile and desktop were not checked; the change is in the shared web Code tab only.
After: with Default diff file state set to Expanded, tick Viewed on a file, reload, and open Code again. The viewed file stays folded. Without this change it opens expanded while still ticked.
