Guard the recording restart during an active snapshot.

A timed-out snapshot can restart the recording screencast after the next snapshot has paused it. The recording consumer can then encode a repaint frame from that snapshot. The snapshot result itself follows a separate ServerBrowserPage.snapshot path.

🐛 Suggested fix
-            recording && tab.recording === recording
+            recording && tab.recording === recording && tab.capturing === 0
               ? recording.session

The later snapshot still restarts recording after its cleanup decrements tab.capturing to zero.

Review comment at @apps/server/src/preview/CaptureLock.ts at line 27:
Guard the recording-session restart associated with CaptureLock so it only
occurs when the same recording is still active and tab.capturing is zero; this
prevents a timed-out snapshot from restarting recording during a later active
snapshot. Preserve the later restart after snapshot cleanup decrements
tab.capturing to zero.
