Move configuration validation into the owning service.

The MCP handler now loads providers and decides whether a changed model selection is valid. Put that decision in the service that owns thread configuration, then have this handler call the service method. This keeps the configuration rule outside one transport. As per path instructions, “A transport handler does three things: decode the request, call one service method, and map the service's typed errors to the transport's error. Nothing else.” (raw.githubusercontent.com)

Review comment at @apps/server/src/mcp/toolkits/thread/handlers.ts around lines
217 - 221:
Move the provider lookup and model-advertisement check out of the MCP handler
and into the service that owns thread configuration. Update the handler to
delegate the configuration change to that service method and map its typed
errors to the transport response.
