Problem

Agents with T3's device tools still drive iOS simulators over raw ssh (xcrun simctl io … screenshot, recordVideo, idb). That work never shows in the Device panel and fights other threads for the same simulators. #25661 changes T3's device instructions and tools to fix it. Nothing in the repo measures whether an instruction or tool change makes agents use the device tools.

Stacked on #24635. #25661 is stacked on this PR.

Change

Device-manager cases for #24635's mcp-tool-use, plus the runner and grading support they need.

  • cases/device-manager.jsonl: 16 cases. All prompts, files and hosts are authored Acme data.
    • Nine come from mechanisms seen in T3 threads that drove a Mac's simulators.
    • Seven come from t3dotgg's 2026-10-26 investigation of his own fleet, citing its finding ids.
    • Bad cases:
      • a delegated child following a raw recording recipe (DEL-02);
      • an orchestrator's child briefs (ORC-01);
      • lab docs (DOC-01);
      • SSH-heavy history (SEED-01);
      • a Claude native subagent (NAT-01).
    • Guards:
      • a known remote UDID (HOST-01a). No model routed it wrongly, so it guards the host correction;
      • a hub outage after one capture (FAIL-AFTER-hub).
    • Controls:
      • a build that needs ssh and no device (LEGIT-01);
      • a repository question (NODEV-02).
    • From the fleet investigation:
      • failed discovery on one host, with an authorized spare (DISC-01, F1/F9);
      • opening the app before app screenshots (SESS-01, F12);
      • agent access turned off (ACC-01, F8);
      • a "successful" 0×0 screenshot (CAP-01, F4);
      • a target held by another thread's agent-device session, with a free target and the hint (OWN-01), without the hint (OWN-02), and with no free target (OWN-03) (F3).
  • devices.ts: device tools answered by T3's own handlers.
    • When a case's world lists devices, device_list, device_open, device_screenshot and device_close run through this checkout's DeviceToolkit and DeviceService over scripted hosts. Two branches therefore compare T3's real launcher, quickStart and error text.
    • Injected failures are product error classes, or T3's real handling of a host failure:
      • discovery failure;
      • access off;
      • a capture with a non-PNG prefix that T3 reports as 0×0;
      • another thread's agent-device session.
  • NAT-01 replays a Claude native subagent. The child gets T3's real SubagentStart hook context after its task, as in Claude Code, instead of the parent's system append.
  • device-grading.ts: expect.device checks. One bounded shell parser grades all three shell checks. It covers subshells, groups, if and loops, wrapper options, ssh --, piped and heredoc remote scripts, and launcher variables.
    • Child briefs: each delegate_task or t3_thread_launch brief must send UI work to the device tools. SSH for builds, sync, Metro, logs and locks stays allowed.
    • Raw UI: simulator UI over ssh, simctl, idb, adb or lab wrappers fails the sample. Auxiliary ssh passes.
    • Recording: must be started and stopped through the command device_open returned.
    • Failure budget: failed device attempts are counted per user turn.
  • Runner changes in run.ts:
    • the shell simulator is told which launchers device_open returned and which device each drives. It answers them from agent-device 0.21.31's own help (agent-device-help.txt) and session rules;
    • deterministic answers, decided in code from the source rather than by the model:
      • SESSION_NOT_FOUND before open for screen and input commands, and for iOS snapshots without an app;
      • the app-scope recording errors;
      • DEVICE_IN_USE only for the device another session holds;
    • the output of valid commands is still simulated;
    • provider 429, 529 and 5xx errors retry with backoff for about four minutes.

Run it:

cd evals
pnpm mcp-tool-use --cases mcp-tool-use/cases/device-manager.jsonl --model claude-sonnet-5-5 --samples 3 --out runs/device

The 16 cases at 3 samples each cost about $5.70–5.90 on Opus and $2.90–3.40 on Sonnet (main’s text–#25661), including the Haiku shell simulator. GPT models run through the vibeproxy provider.

Scope and approval

There is no issue or discussion for this. It extends #24635's unmerged mcp-tool-use eval, so I'm asking #24635's author to sign off on the direction and on the run.ts changes:

  • device tools answered by T3's handlers for cases with world.devices;
  • the shell simulator's agent-device contract;
  • native-subagent hook replay;
  • longer retries.

One change applies to every case. A sample that still errors after retries used to count as a failure. Now it is listed in the summary and left out of pass rates, baselines and --stop-on-regression.

Verification

vp run check:changed against #24635 passes: format, lint, Knip, the evals typecheck, and 425 tests in the 2 eval test files. Every device case builds with --dry-run on both templates (16 Claude, 15 Codex).

Results. Main's text against #25661 on the same evaluator, 3 samples per case. Codex has 15 cases because NAT-01 is Claude-only.

  • OWN-03 ran in a follow-up run on the same evaluator.
  • One main-text Astra sample errored at the provider and is left out.
  • The README has the per-case table.
Model Cases passing (all samples) Samples passing Samples with raw simulator UI
Claude Opus 5.5 6/16 → 15/16 27/48 → 47/48 9 → 0
Claude Sonnet 5.5 8/16 → 16/16 28/48 → 48/48 11 → 0
GPT-6.1 Sol 11/15 → 14/15 36/45 → 44/45 2 → 0
GPT-6 Astra 11/15 → 13/15 37/44 → 42/45 0 → 0
  • Simulator artifacts: several results come from the simulated shell, not the agent:

    • dev-client loads that never finish (HOST-01a);
    • invented refusals of valid commands (DOC-01, DISC-01);
    • compound commands escaping FAIL-AFTER-hub's outage mock;
    • an invented recording result (DEL-02).

    They are counted as graded.

  • Cases that don't discriminate: SESS-01, OWN-01 and OWN-02 tell the agent what to do, so they guard behaviour rather than discriminate. OWN-03 gives no hint and no free target. There, no sample on either ref reused or closed the other thread's session. Main's text failed 3 of 12 samples on the two-failure budget: besides the refused open and one --wait retry, each ran a screenshot or snapshot in a session that never opened, and was stopped at its third failure before a final answer. Every fix(server): agents drive simulators through the device tools instead of ssh #25661 sample made only the open and one --wait retry, then reported the conflict.

  • Guards and controls: both controls pass on both refs for every model. The two guards miss only on the simulator artifacts above: HOST-01a's dev-client stalls (two samples on main's text, two on fix(server): agents drive simulators through the device tools instead of ssh #25661) and FAIL-AFTER-hub's escaped outage mock (two on main's text).

Grader history. Paired runs and reviews kept exposing false results, and the grader was corrected each time:

  • After run 1 (bb7ecb50b4): four correct candidate behaviours had failed: a launcher kept in a variable, opening a known id without device_list, and two safe brief phrasings. No base verdict moved.

  • After run 2 (7fa726664f): a two-model review found false results on both refs.

    • The fixes are a shared shell parser, a successful open plus a managed capture for the UI cases, and a completed final answer for DEL-02.
    • Regrading runs 1 and 2 with this grader moved 4 base GPT DEL-02 samples from pass to fail. On the candidate, 10 samples moved from fail to pass and 10 from pass to fail.
  • After run 3:

    • typographic apostrophes are accepted (e90b35a1f9); one sample on each ref moved from fail to pass;
    • loop keywords were added to the parser (3637364dc3); nothing moved;
    • in a second review round (3d6813f722), only executed actions count. Calls behind false &&, uncalled functions and exclusive branches no longer earn recording or capture credit. Safe artifact transfers in briefs are auxiliary, and ORC-01 no longer checks for an unrelated thread link. On main's text this moved one Opus DOC-01 sample from pass to fail, and one Sol and one Astra ORC-01 sample from fail to pass. Nothing moved on fix(server): agents drive simulators through the device tools instead of ssh #25661.
  • Review feedback on this PR (several rules later narrowed in bd6e3f0187): capture credit now goes by the device in T3's screenshot result, record contact-sheet no longer counts as a capture, and the fake host keeps boot state (9366ecbb02). The shell parser keeps an unknown list status, joins line continuations, and credits a recording step before a later ; only when the call's output shows no agent-device error (d64222b5cd). Every agent-device subcommand except help and version now counts as device work (29d56256b5). Briefs read trailing prohibitions such as "Screenshots via SSH are forbidden", and recordings run from a script need clean output (ac9715fc35). The failure budget counts failed raw attempts (e7fb0d20fb), elif and comments follow shell semantics (70bcb7bbb3), and a recording step piped into another command needs clean output (60f94e11c0). exit ends a script, and agent-device errors masked by a later command count toward the failure budget (8cd9db8607). if follows its whole condition list, and uncalled script functions don't run (9350595c8a). Functions call functions, exit in a function ends the shell, and bash -s reads stdin (7de3b97684, f4b5469fad). Nothing moved.

  • Consolidation after a third review round (bd6e3f0187): non-UI agent-device commands (inventory, install, logs) stay allowed, recordings need an attributable success, failed screenshots are attributed to the thread's open device, and artifact paths must appear in a completed final answer. On main's text this moved one Astra HOST-01a sample from pass to fail, because it never gave a final answer. Nothing moved on fix(server): agents drive simulators through the device tools instead of ssh #25661 in run 3. The grader shrank by 6 lines.

  • A fourth review round (e8e7f579cb): recording result lines may start with a symbol such as ✓, a compound prohibited subject stays one prohibition, and a failed screenshot that found no open device earns no credit. This restored one correct Sonnet DEL-02 recording in the full-suite run; nothing moved in runs 3 or 4.

  • After the real-Mac run of fix(server): agents drive simulators through the device tools instead of ssh #25661: the bound command's screenshots and recordings fail with SESSION_NOT_FOUND until open runs, and the simulator had answered success. The simulator now follows agent-device 0.21.31's session rules, taken from its source (ad02fbf96d, 9ca13bdf18).

  • With the fleet cases (9ca13bdf18, 482a24cc8e, then review fixes up to this head):

    • failure worlds through T3 code;
    • OWN, SESS, CAP and DISC grading;
    • device routing in the simulator;
    • OWN-02 and OWN-03;
    • success-line wordings, and the conflict report.

Each fix has a failing-first test. The results above are paired run 7, plus OWN-03, graded with this commit's grader.

What this cannot show. API replay measures routing and recovery decisions only.

  • Device world: the shell is simulated. Screenshots return T3's text and metadata without images, and no launcher runs.
  • Launcher traps: the simulator does not model the old launcher's flag check, so this eval does not measure the launcher binding in fix(server): agents drive simulators through the device tools instead of ssh #25661.
  • Model-written output: outside the rules decided in code, the simulator writes command output, and it still sometimes invents errors or stalls. See the results notes.
  • Shell parsing: the grader parses a bounded shell grammar; it does not run commands. It can't follow commands built at run time, external scripts, complex quoting, or general control flow inside interpreter programs. A call whose outcome can't be attributed to a device action earns no credit. A failed shell call that runs several launcher commands is charged at most one failure unless the trace shows which one failed.
  • Children: they are not executed, and priorTurns is synthetic history rather than native resume or compaction.
  • Recordings: DEL-02 checks managed start and stop and the named file, not video bytes.
  • Codex: NAT-01 is Claude-only, since Codex has no subagent hook.

Created with Claude Opus 5.5 in Claude Code, with a review council of Claude Opus 5.5 and GPT-6.1 Sol. Eval runs use Claude Opus 5.5, Claude Sonnet 5.5, Claude Haiku 5.5 (shell simulator), GPT-6.1 Sol and GPT-6 Astra.

… reached

Review feedback on #25850 (Macroscope):
- A device_screenshot without hostId is credited by the device in T3's result. On main an
  omitted hostId may resolve differently than on #25661, so the input alone cannot say
  which host was reached; without a result it counts as local.
- `record contact-sheet` only reads an exported video, so only `record start` earns capture
  credit.
- The fake host keeps boot state, so device_list shows a device T3 booted or shut down.

No case starts with a stopped device, and regrading run 3 moves no verdict.

…ions, and checks sequenced recordings

Review feedback on #25850 (Macroscope):
- After a command whose reach is unknown, a list's status stays unknown unless the command
  decides it (`x && false`, `x || true`), so `test -f f && true || <raw UI>` is inspected.
- Backslash-newline continuations outside single quotes are joined before tokenizing, so a
  remote script split across lines is still parsed as one command.
- The call's exit status belongs to its last command. A recording step followed by `;` or
  `&` is credited only when the call's output shows no agent-device error.

Regrading run 3 moves no verdict.

…vice work

A fixed verb list missed commands such as `longpress` and `batch`, so `ssh build-mac
agent-device longpress @e1` passed noRawUi (Macroscope on #25850). agent-device's own help
lists dozens of device commands, so only the commands that describe the CLI are excluded.
Regrading run 3 moves no verdict and no raw-UI count.

…ings need clean output

Review feedback on #25850 (Macroscope):
- "Screenshots via SSH are forbidden" negates its subject, so the brief stays managed;
  "Using device_open is forbidden, use SSH for screenshots" still grades raw.
- A Python or other interpreter script exits 0 even when a subprocess it ran failed, so a
  recording step it ran is credited only when the call's output shows no agent-device error.

Regrading run 3 moves no verdict and no raw-UI count.

A failed `ssh build-mac agent-device snapshot` added nothing to maxFailedAttemptsPerTurn,
because the budget counted only managed launcher calls (Macroscope on #25850). Failed raw
device actions now count too. FAIL-AFTER-hub also sets noRawUi, so its verdicts don't move.

… function definitions

Review feedback on #25850 (Macroscope):
- An if statement tracks whether an earlier branch ran. An elif's condition runs only when
  none did, so a branch after a taken one is dead and a reachable elif earns managed
  credit.
- Comments are skipped before function-definition detection, so a function defined in an
  inline comment is never registered or reported as executed raw UI.

Regrading run 3 moves no verdict and no raw-UI count.

…output

A pipeline's exit status is its last command's, so `<launcher> record start … | cat`
succeeded even when the start reported an error (Macroscope on #25850). A command that
feeds a pipe is now treated like one followed by `;`: credited only when the call's output
shows no agent-device error. Regrading run 3 moves no verdict.

… toward the budget

Review feedback on #25850 (Macroscope):
- A certain `exit` or `return` makes the rest of its scope unreachable, so `exit 0; <launcher>
  record start …` earns nothing. A subshell's exit ends only the subshell; an uncertain
  exit makes later commands uncertain.
- The failure budget counts the agent-device errors in a call's output, up to the number of
  device actions in it, so errors masked by a later successful command still count.

Regrading run 3 moves no verdict.

…d script functions don't run

Review feedback on #25850 (Macroscope):
- `then` takes the condition list's final status, so `if true && false` runs no branch and
  `if false || true` runs its branch.
- A call inside a JS function or arrow, or a Python lambda, is not certain to run, so an
  uncalled `const rec = () => execFileSync(…)` earns no recording credit.

Regrading run 3 moves no verdict.

…ell, and bash -s reads stdin

Review feedback on #25850 (Macroscope):
- Function definitions are shared with the functions they call, so a raw command wrapped
  in a helper (`verify() { shot; }; verify`) is found. Recursion stops at a fixed depth.
- `exit` inside a called function ends the shell, so later commands don't run; `return`
  ends only the function.
- A shell takes a program only with -c, so `ssh build-mac 'bash -se'` reads its heredoc as a
  script; interpreters keep -c and -e.

Regrading run 3 moves no verdict.

A JS statement runs to its `;`, so `const rec = () =>\n execFileSync(…)` is still inside the

A managed open or close that failed or never ran still cleared the app session, so a later

Walkthrough

The MCP tool-use evaluation adds a simulated device environment, 16 device-manager cases, device-specific grading, and runner support for device calls and session state. It also updates model retry handling and reporting for errored samples.

Changes: Device-use evaluation

Layer / File(s) Summary
Launcher and session simulation
evals/mcp-tool-use/devices.ts, evals/mcp-tool-use/agent-device-help.txt, evals/mcp-tool-use/devices.test.ts
The simulator models launcher commands, session transitions, ownership conflicts, and session errors. The help text documents the simulated CLI, and tests cover command parsing and session behavior.
Simulated device tools
evals/mcp-tool-use/devices.ts, evals/mcp-tool-use/devices.test.ts
The device world supplies fake hosts, discovery and capture behavior, and MCP tool handlers. Tests cover device operations, host failures, disabled access, and capture results.
Device grading and scenarios
evals/mcp-tool-use/device-grading.ts, evals/mcp-tool-use/cases/device-manager.ndjson, evals/mcp-tool-use/README.md, evals/README.md
The grader analyzes device instructions and shell actions, then checks routing, captures, reports, recordings, and failed attempts. The 16 cases and README describe evaluation expectations and simulator limits.
Runner device integration
evals/mcp-tool-use/run.ts, evals/mcp-tool-use/devices.test.ts
The runner builds device tools, adapts model and shell context, replays prior device results, and applies device grading to samples. Native-subagent context and device access also affect prompt construction.
Retries and run reporting
evals/mcp-tool-use/run.ts, evals/mcp-tool-use/README.md
HTTP 529 responses use a separate retry schedule. Errored samples are excluded from pass rates but remain in cost tracking and appear in reports. The README records paired-run results and cost notes.

The new device-manager eval cases look sound. Two of them are labeled as reproducing failures, but the PR's own README shows they pass on main's text. This inflates the apparent improvement in the by-kind report without affecting production behavior. Relabel them as guards before or shortly after merge.

Relabel SESS-01 and OWN-03 as guard. They do not reproduce a failure on main's text.

The repository rules say that a reproducing case must fail on the old text. A case fails when half or more of its samples fail. The README results show that SESS-01 passes the majority of samples on main for every model: 2/3, 3/3, 3/3 and 2/2. The README also says that SESS-01 tells the agent what to do, so it guards behaviour rather than discriminates.

For OWN-03, the README says: "Main's text never reproduced the takeover, so this guards F3." The case still has "kind":"bad". Opus passes 3/3 on main.

summarize reports a "By kind" table. Both mislabeled cases make the bad rate on main look higher, and they make #25661 look like it fixes failures it never had.

Proposed fix
-..."id":"SESS-01","kind":"bad",...
+..."id":"SESS-01","kind":"guard",...
-..."id":"OWN-03","kind":"bad",...
+..."id":"OWN-03","kind":"guard",...

Make the same change in the SESS-01 and OWN-03 rows of the README tables.

As per coding guidelines: "Add the case before the fix. It must fail on the old text and pass on the new text." and "A case reproduces a real bad experience, or guards a real good one."

Review comment at @evals/mcp-tool-use/cases/device-manager.ndjson at line 11:
Change the SESS-01 and OWN-03 case classifications from bad to guard, since they
protect behavior rather than reproduce failures on the old text. Update their
corresponding README table entries to match.
