feat(skills): add bundled workflows and a settings manager - #26091
T3 Code has thread, worktree, browser, and device tools, but no bundled skills or settings flow to install and maintain their guidance.
Change
Add Settings → Skills with nine workflows adapted to T3 Code's APIs, drawing on Orca's skills: threads and worktrees, orchestration, browser, computer use, Linear, Jira, iOS, Android, and worktree setup.
Install, update, and remove skills for Codex and Claude instances on the selected environment, including default providers and custom skill directories.
Show installation status and prerequisites. Updates use the skills bundled with that environment's server version; existing agent sessions need a restart to load changes.
Preserve local edits, unmanaged folders, symlinks, and stale requests. Replace managed files atomically, restore the previous copy on failure, and require confirmation for removal.
Use existing T3 permissions and tools. Desktop control and ticket workflows require external provider connections; installing a skill does not install a controller or authenticate an account.
Embed skill contents and license notices in the server build. No new dependencies or database migrations.
Scope and approval
This is an opt-in feature proposal for distributing and maintaining bundled skills. Skills are installed only through an explicit settings action. Prior maintainer approval of this scope has not been obtained.
The settings page is available on web and desktop; mobile shares the contracts but has no native Skills page in this change. Other providers retain manual installation.
Orca's disposable VM/cloud recipes are not included. Worktree setup uses configured project actions imported from t3.json.
Verification
vp run check:changed passed: 122 tests across 12 files, affected-package typechecks, format, lint, knip, and GraphQL checks.
Server vp pack passed with the skill bundle embedded.
Authenticated RPC installed and removed all nine skills in temporary provider homes, verified an older-bundle update, and refused removal of locally edited files. Native skill discovery also found all nine outside the source checkout.
An authenticated full-app browser flow checked all nine entries and prerequisites, installation, updating, removal cancellation/confirmation, and refresh. Original provider fingerprints remained unchanged.
Live agent checks exercised skill discovery in both supported providers, two asynchronous delegates and completion delivery, managed worktree handoff and blocking setup, native Calculator input, and iOS navigation through the device-pinned CLI. Temporary provider homes were removed and device access was restored.
Remaining verification limits: Linear was not authenticated, no Jira connector was configured, and Android lacked an SDK. Full-app screenshot capture timed out, so browser interaction results were checked through rendered DOM; full-app visual captures are unavailable. The separate behavioral evaluation harness was not run because its credentials were unavailable.

🟠 Highstate/server.ts:1165
Concurrent manageBundledSkill calls for one environment are collapsed into the first promise, so a distinct install or removal is never sent while another mutation is pending. The second caller still receives success, causing SkillsSettingsPanel.change to report an action that was not performed as successful. Because singleFlight is keyed only by environmentId, use serial execution per environment or key deduplication by the full mutation input.

This change adds nine bundled skill guides and server-side catalog and management operations. It adds an environment-scoped settings page to install, update, and remove managed copies. It also adds RPC contracts, authorization, evaluation support, and documentation.
Changes: Bundled skills management
Layer / File(s)
Summary
Skill content and packaging .agents/skills/*, apps/server/src/skills/bundledSkillSources.ts, apps/server/vite.config.ts
Adds nine skill guides and license files. The server defines metadata for them and loads their files into the build.
Skill contracts and filesystem management packages/contracts/src/skills.ts, packages/contracts/src/rpc.ts, apps/server/src/skills/BundledSkillManager.ts, apps/server/src/skills/BundledSkillManager.test.ts
Defines catalog and management contracts. The manager resolves provider skill directories, inspects installation state, and stages install, update, and removal operations with recovery handling.
Server and client RPC wiring apps/server/src/auth/RpcAuthorization.ts, apps/server/src/server.ts, apps/server/src/ws.ts, packages/client-runtime/src/state/server.ts, packages/contracts/src/clientRpcPermissions.ts, apps/server/src/environment/*
Registers catalog and management RPCs, adds client query and command state, reports the bundled-skills capability, and applies authorization scopes.
Adds an environment-scoped settings page with provider selection, skill status, install and update actions, confirmed removal, and permission and error states. Adds tests and user documentation.
Skill evaluation support evals/mcp-tool-use/*, .agents/skills/test-t3-app/SKILL.md
The evaluation runner can load selected skill guides into case context. Adds skill-use cases and tests, and updates app-test browser instructions.

One failing skill makes the whole catalog fail.
catalog runs describe for every target and skill inside one Effect.forEach. Any SkillManagementError aborts the entire result.
Two realistic triggers:
A leftover .t3-<id>-*/previous folder makes observe return recovery_required. This can follow a crash or a failed fs.remove(stage) on Line 308.
A custom Codex or Claude instance has a config that fails decodeCodex or decodeClaude in targets. That instance returns unsupported_provider.
In both cases getBundledSkills fails. The settings page shows only an error alert. The user cannot see or manage the other providers and skills.
Isolate the failure per target and per skill. Return a per-skill problem state, such as a new ManagedSkillStatus literal, plus the backupPath. The UI can then show the failure on the affected row only. This needs a small contract change in packages/contracts/src/skills.ts and a matching UI branch.
