fix(server): preview_navigate returns the committed page when load is slow - #26127
preview_navigate failed with Preview automation navigate timed out after 15000ms. on pages whose document had committed and rendered but whose load event was held back by a slow subresource. A preview_status call made right after showed the target URL and title, so the agent was told a navigation had failed when it had actually landed. Reproduced on main with a local page that serves its HTML at once while one <img> stalls for 20 s. With the default timeout, navigate failed after 15000 ms (and after 4000 ms with timeoutMs: 4000), while preview_status reported the target page with loading: true.
Change
ServerBrowser.navigate called page.goto(url, { waitUntil: "load" }), so a late load became a hard timeout. It now goes to waitUntil: "commit" first, keeping the existing error mapping, so a navigation that never commits, a network error, or a download still fails as before. It then waits for the requested readiness (load or domcontentloaded) within the rest of the same timeout budget. If that wait times out, navigate returns the tab status, which reports loading: true. Only a timeout from that wait is tolerated; other errors, such as the page closing, still fail. preview_open on a new tab already behaves this way, and preview_open on an existing tab goes through the same helper. readiness: "none" is unchanged.
Because navigate now returns a page that may still be running script, the status title read is capped at 250 ms. page.title() runs on the renderer's main thread, so on a busy page the reply could take longer than the broker's 1 s grace, and the shared server preview host would be evicted instead of a status coming back. When the title does not answer in time, it is reported as null.
vp test run apps/server/src/preview/ServerBrowser.test.ts: 32/32 pass. The new test navigate returns the committed page while its load event is still pending (idle renderer) fails on main with PreviewAutomationTimeoutError: Preview automation navigate timed out after 4000ms. and passes here. Its (busy renderer) case, where title() never answers, fails without the title cap with a broker timeout after 16 s and passes with it, returning title: null. navigate fails when the page never commits within its timeout passes on both and guards the hard-failure path.
vp run check:changed: format, lint, knip, typecheck (3 packages), tests all pass.
This is a server-only fix with no visible surface. The proof is the red test above plus runtime transcripts of real MCP tool calls. Each side was a dev server built from its own checkout, used a fresh database (T3CODE_DEV_SEED=0), and ran a Claude agent calling the dev server's preview_* tools against a synthetic page server.
The after transcript was recorded at 1f132e7, the navigate change before the title cap. The cap changes nothing on these pages, whose titles answer at once.
Environment: Linux x86_64, Chrome for Testing 156.0.8078.70 (server-installed).
Not checked: cannot-verify windows. The report came from the Windows desktop app. Desktop tabs are driven by this same ServerBrowser code, but no Windows run was possible here. Firefox and WebKit are not shipped, so they were not tested.
Model and harness: Claude Opus 5.5 (lead, tests, implementation) and GPT-6.1 Sol (review), run through T3 Code with Claude Code and Codex.
…#8732)
These tests reproduce #8732: preview_navigate rejects with
PreviewAutomationTimeoutError when the page has committed to the target
and only its load event is late. A guard keeps a navigation that never
commits failing with the timeout.

… slow
A page whose HTML arrives at once but whose subresource stalls made
preview_navigate fail with a timeout, though the tab already showed the
target. Navigate now goes to commit first with the existing error mapping,
then waits for the requested readiness within what is left of the same
budget, and returns the loading tab's status if only that wait times out.
Fixes#8732

Navigate now returns the committed page while load is pending, which reads
the title on a page that may still be running script. page.title() waits on
the renderer's main thread, so a busy page held the reply past the broker's
grace and evicted the shared server preview host. Cap the read at 250 ms and
report no title when it does not answer.

Macroscope's review found this PR approvable — Preview navigation now returns the committed page’s status when slow resources delay readiness, while preserving failures before commit. Title reads are bounded so a busy renderer cannot indefinitely delay status replies; the change has limited exposure and relevant regression evidence.

Navigation now waits for a page commit before waiting for the requested load state. A timeout during the readiness wait does not fail navigation. Page-title reads now have a 250 ms limit.

Explanation
Issue #8732 (direct, open, apps/server) requires that preview_navigate either succeed within the timeout, or, on a real failure, leave the tab reflecting that the navigation did not happen. It must not report a timeout for a navigation that committed.
Code at head (ServerBrowser.ts, navigate helper):
page.goto now uses waitUntil: "commit" with the full timeout. Commit timeouts, network errors, and downloads still reach the existing error mapping.
After commit, page.waitForLoadState("load" | "domcontentloaded") runs with the remaining budget (timeout - elapsed, minimum 1 ms). Only a TimeoutError from that wait is swallowed. Other errors still reach the mapping.
readiness: "none" still tracks the commit-only navigation and returns, as before.
statusWithTitle caps the page.title() read at 250 ms (TITLE_READ_MS) and returns title: null on timeout. This keeps the status reply inside the broker grace period on a busy renderer.
Tests (ServerBrowser.test.ts):
The idle and busy renderer cases mock a committed URL with a pending load. They expect url set to the target, loading: true, and the title or null.
The never-commits case expects PreviewAutomationTimeoutError with timeoutMs: 4000.
The tab state after a late load is loading: true with the target URL. The reported error no longer contradicts preview_status. Runtime transcripts and Playwright logs linked in the PR description were not opened. The assessment rests on code and the test diff. The rest of the navigate catch block was not fully readable in this review because the file read was truncated. Its mapping for pre-commit errors is inferred from the unchanged catch callback in the diff.

Explanation
All changes are in apps/server/src/preview/: ServerBrowser.ts and ServerBrowser.test.ts. Each change maps to the #8732 objective or supports it.
The navigate split (commit, then readiness wait with remaining budget) implements the core fix.
The TITLE_READ_MS cap in statusWithTitle applies to every status read, not only navigate. The PR states the reason: a busy renderer must not delay the status reply past the broker grace. A navigate that returns a still-loading page makes this status path more likely to hit a slow title read, so the cap supports the fix. The cost is that a slow title can now read as null for any caller. The PR describes this trade-off.
The test changes add the mock options and the new cases the fix needs. They do not add unrelated behavior.
No unrelated files or behavior changes appear in the diff.

Run the busy-renderer case with controlled timers.
The busy case leaves page.title() pending, so statusWithTitle waits for its native 250 ms timer. The page and navigation methods are mocks, not subprocess or network fixtures. The it.live exception does not apply.
Use it.effect with fake native timers. Start the broker invocation, advance the timer by 250 ms, then await the result. TestClock.adjust alone is insufficient because the production code uses native setTimeout.
