fix(github): approve workflows on same-repository PRs - #26561
Bots can have permission to push branches and open PRs directly in a repository while their CI runs still require human approval. T3 only looked for approval-required workflows on fork PRs, so same-repository PRs never showed the existing approval button and the approval action silently returned without doing anything.
Change
Discover and approve action-required pull-request workflows for both fork and same-repository PRs. Preserve the existing repository/branch/head-SHA scoping, unique-PR checks, bounded reads, per-run head revalidation, and viewer permission gate. The existing web/desktop and mobile approval controls consume the corrected count and action; no client or wire-contract changes are needed.
Workflow-run decoding preserves associated PR numbers in fresh and cached reads. Only runs explicitly associated with the requested PR are counted or approved, and that association is checked again before each approval. If GitHub omits the association, approval is refused and discovery reports an unknown approval state. Regression coverage includes unrelated runs sharing the branch/SHA, missing associations, and an association changing before approval.
Scope and approval
This is a focused correction to the existing GitHub workflow-approval capability: branch location should not prevent an otherwise approval-required PR workflow from being discovered or approved. It removes the fork-only assumption in discovery and execution without adding another approval mechanism or changing permissions.
Verification
The new same-repository discovery and approval cases failed before the fix: discovery returned zero approvals and execution sent no approval request. Extended the existing approval, stale-head, and ambiguous-head coverage to exercise both fork and same-repository PRs.
vp run check:changed 125b61954 passed before the review-fix commit: 187 tests across four files, format, lint, both knip passes, generated GraphQL validation, and affected-package typechecks (including server, web, desktop, and mobile).
Fixture-backed protocol replay: a same-repository PR on feat/page at abc123 discovers runs 10 and 11, revalidates the PR and pending runs before each write, and sends POSTs to /repos/acme/web/actions/runs/10/approve and /repos/acme/web/actions/runs/11/approve. A moved head or ambiguous PR scope is refused.
Live approval against a bot-created same-repository PR and interactive client verification were not performed. GitHub's REST documentation describes the existing /approve endpoint in terms of fork PRs; this change lets GitHub decide approval eligibility instead of preemptively excluding same-repository PRs.
Macroscope's review found this PR approvable — Enables workflow approval for same-repository PRs while retaining explicit confirmation, access controls, and head/run revalidation. It does not automatically approve workflows or change product defaults.

Walkthrough
Workflow approval lookup and approval now support same-repository and cross-repository pull requests. Open pull requests can surface approval-required workflow runs as action-required checks. The API filters runs by their associated pull request and rechecks the association and head before approval.

Workflow-run data includes associated pull request numbers. The API matches repository status, filters runs by pull request number, and rechecks associations and heads before approval. Tests cover both repository types and refusal cases.
The provider queries approval-required runs for open pull requests using their actual repository status. The same-repository pull request test expects an action-required check.
