Unproven: real desktop-client/native WebMCP integration and the documented API-key eval route. Model results below use simulated pages through the subscription proxy.

The agent refused user-requested WebMCP writes because both preview_evaluate and the shared instructions restricted page tools to reads. Both now say that page tools write only on user request. Tab ownership and displaying results through html_render remain intact.

Closes #26471

Three eval cases cover requested note creation, a duplicate-note query without writes, and explicitly saving an inline chart to the site's dashboard. The existing ambiguous-chart guard is unchanged. The new cases use the documented document.modelContext.getTools() and executeTool(RegisteredTool, input) API. Their grader replays expressions against simulated pages and checks executed tools and structured inputs, including both chart data points. Each tab retains its own page state. Omitted tab IDs resolve to the case tab, including calls mixed with explicit targeting. Replays run in a bounded child process so detached page rejections cannot terminate the eval runner.

Validation on physical corex, head 1d49b6575929b66297f88cfc314e34a6f36efa32, based on d07c0a7c7b91b0b40146546cbc7ab2bb91ff228d:

  • vp run check:changed passes formatting, lint, both knip passes, GraphQL, 23 affected typechecks, and 419 tests across three files.
  • Grader regressions reject discovery-only or unexecuted call text, unsupported APIs, wrong tabs or arguments, incomplete chart data, and object expectations supplied as strings. They accept reordered properties, omitted tab targets, and tool discovery followed by execution on the same tab. A new omitted-target regression fails before the final correction and passes afterward. Subprocess regressions cover detached rejections and unexpected termination after partial output. Process timeouts, output exhaustion, VM timeouts, and the page-call cap are harness faults, so incomplete replays cannot prove a forbidden call was absent. Ordinary page exceptions retain executions made before the error. The read guard supplies its fixture notes as native serialized tool results, so a conditional duplicate-delete script reaches the forbidden call and fails. That regression fails before the correction and passes afterward. The resource-limit regressions fail before the correction and pass afterward.
  • Independent review verified the API, property-order, page-state, rejection, and input-type corrections. Its remaining child-termination finding is fixed with a regression that fails before the fix and passes afterward.
  • Context budgets decrease by 2 bytes for each instruction context and 16 bytes for the tool list.

Paired model replays used source 257dc3d904381a74abf59122e6a46beedb56a664 and were regraded with 1d49b6575929b66297f88cfc314e34a6f36efa32. The production text and model-facing fixture inputs are byte-identical between those commits. The baseline restores both former read-only clauses in request bodies; the production files were never changed for the baseline. Each native case has three samples per model, with concurrency two.

Case Opus 5.5 old → new GPT-6.1 Sol old → new
Requested note 0/3 → 2/3 0/3 → 3/3
Duplicate-note read guard 2/3 → 3/3 3/3 → 3/3
Explicit site chart-save 3/3 → 3/3 0/3 → 3/3
Unchanged ambiguous inline chart not rerun → 3/3 not rerun → 2/3

Both new-rule runs pass 11/12 samples and all four cases by the eval's majority rule. Every new read-guard sample executes list_notes without an unrequested write. Every explicit-save sample executes save_chart with the supplied type and both data points. One Opus note sample stops after API reflection receives misleading fixed mock output, without executing create_note. One Sol inline-chart sample reaches the step limit before html_render; it does not save to the site. Both remain failures in the counts. All four paired commands exit 0 with no harness exceptions.

Runtime transcript from the model eval

Old rule, Opus:

I didn't create the note. The page's create_note tool is off-limits to me here, because I can only use page tools to read data.

New rule, an Opus preview_evaluate call on tab_1:

(async () => {
  const tools = await document.modelContext.getTools();
  const tool = tools.find(t => t.name === 'create_note');
  return await document.modelContext.executeTool(tool, {
    title: 'Groceries',
    body: 'milk, eggs, bread'
  });
})()

The execution grader records create_note with that title and body. The model replies that the note was created. This transcript uses the simulated page, not a real browser.

Broad replay results and limits

Full runs on the same short production wording at 43fe882fe983befacf418ed32d9e3dd7e3c1ec83, before later upstream device instructions and the native-fixture rewrite, completed with exit 0:

  • Opus, high effort: 90/94 samples pass, four scored failures. They concern delegation, PR reporting, and snapshot recovery; the snapshot baseline also failed. The other failures involve simulated shell state or step limits, so they do not establish a permission-text regression.
  • Sol, xhigh effort: 84/92 samples pass, with eight harness exceptions. Seven streams ended without response.completed; one code cell had a parse error whose source was not retained. These exceptions are not passes.

The three old synthetic-API case scores are historical and do not prove the revised native cases. The paired runs above supply that proof. No full run covers the later upstream device fixtures, and these runs do not establish universal reliability.

The model evals use the local mcli subscription proxy and mocked page results. A local-only routing patch sends Claude requests through that proxy and removes cache hints; it is excluded from this PR. The proxy can alter prompts. The page simulator has no DOM, network, or timers, and does not establish real-browser behavior.

Implemented with Claude Opus 5.5 through T3 Code's Claude provider and GPT-6.1 Sol through the Codex harness, including investigation, eval assertions, and independent review.

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval — The shared agent guidance now allows user-requested WebMCP writes instead of restricting page tools to reads. This changes default product behavior and can permit persistent changes in connected applications, so the policy relaxation needs human confirmation.

Explanation

The description explains the problem, implementation, scope, linked issue, verification results, limitations, and remaining unproven integration areas. Although it does not use the template headings, it provides the required information in a complete and focused form.

Full details: Linked Issues check

Explanation

Issue #26471 requires that preview_evaluate allow page-provided WebMCP write tools when the user explicitly requests a site change. It also requires that result display stay in html_render, and that the narrower wording avoid blocking requested writes.

The diff to apps/server/src/mcp/toolkits/preview/tools.ts replaces the prior sentence "Page tools reached here: read data only, never create, save, or display." with "Page tools write only on user request. Show results with html_render, never page tools." This permits requested writes. It keeps the display rule through html_render, and it matches the issue's suggested narrower wording.

The shared instructions in packages/provider-core/src/server/orchestrationInstructions.ts (head file read) now state "Page tools write only on user request. Never use them to show results." The same rule applies to the shared instructions. Eval cases in evals/mcp-tool-use/cases/visual-preview.ndjson cover requested create_note, a duplicate-note read without writes, and an explicit save_chart. The grader in evals/mcp-tool-use/run.ts checks executed tools and inputs. Paired simulated-page replays report 11/12 samples per new-rule run, with the majority rule passing all four cases. The evidence is simulated and does not prove real-browser or API-key route behavior, so the model-behavior uncertainty stays noted. The code change itself implements the requested rule.

Full details: Out of Scope Changes check

Explanation

The production changes are limited to the preview_evaluate description, the Visuals and preview instruction text, and the matching context-budget byte counts in apps/server/src/provider/agentContextBudget.json. These changes implement the issue. The byte-budget updates follow from the changed instruction and tool-description text.

The eval changes support verification of the new rule. The three added cases, the webmcp expectation in evals/mcp-tool-use/run.ts, the evals/mcp-tool-use/run.test.ts regressions, and the README update test requested writes, unrequested writes, tool execution, structured inputs, and tab scope. The subprocess and resource-limit hardening in the grader keeps incomplete or detached page replays from producing false grades for these new cases. This hardening is larger than a minimal grader change. It is still connected to grading the new WebMCP cases, so it is not unrelated scope.

No change was found that is unrelated to #26471. The diff to orchestrationInstructions.ts was read from the head file. The base text is taken from the supplied PR evidence, not from a base diff read.

… asks

The preview_evaluate description and the injected preview instructions said page
tools read data only and never create or save. Agents took that as absolute and
refused a page's create_note tool even when the user asked for the note.

Both now say page tools read data and change the site only when the user asked
for that change. The ban on using page tools to show results, which keeps charts
inline in html_render, stays. New mcp-tool-use cases cover the refused requested
write and guard against unrequested writes.

The three WebMCP fixtures used an invented navigator.modelContext.callTool, and
the regex grading rejected valid calls such as reordered chart properties.

Each preview_evaluate expression now runs in a node:vm page that has only
document.modelContext (getTools and executeTool, per Chrome's Imperative API).
Cases grade the tools it actually executed and their inputs, so logged, quoted,
commented, dead or discovery-only code cannot pass, and field order no longer
matters. The regex: matcher had no other users and is removed.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Review of the WebMCP grader found three gaps. Each preview_evaluate ran on a
fresh page, so tools saved on window by one call were gone in the next. A
detached rejection, such as getTools().then(() => { throw }), escaped the vm
and ended the eval process after gradeSample returned. And a string input was
recorded as its parsed JSON, so executeTool(tool, JSON.stringify(object))
matched an object expectation.

Expressions on one tab now replay in order on one page, and each tab gets its
own. Pages run in a bounded child process, so rejections no page handles end
there. Inputs are recorded as the value the page passed, strings included.

Test executeWebMcp directly.

executeWebMcp owns the replay child and sets --unhandled-rejections=none. The outer Node process is not needed to contain page rejections. Keep both expressions in one replay call so the second expression proves that a rejection left after the first expression does not stop replay. If the flag is removed, the replay child terminates and executeWebMcp throws.

Reject incomplete WebMCP replays before grading absence.

ETIMEDOUT and ENOBUFS currently return the executions printed before replay stopped. webmcp notCalls then treats missing later output as proof that the tool was not called. A sequence can hit the 30-second limit or 16 MiB buffer before a later forbidden expression runs, so the check can pass incorrectly.

Update executeWebMcp to throw whenever child.error is present, including
ETIMEDOUT and ENOBUFS, instead of returning executions from an incomplete
replay. Keep the existing handling of successful child processes unchanged.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Mark truncated WebMCP replays as incomplete.

A page expression can hit the 128-call cap before it reaches a later forbidden tool. The same can happen when vm.runInContext reaches its 250 ms timeout before the call. The replay then keeps earlier output, and notCalls checks only recorded executions, so the check can pass falsely.

Return an incomplete signal for the execution-cap and VM-timeout paths. Make webmcp notCalls fail when that signal is set. Keep ordinary page exceptions handled as partial, valid replays.

Update the WebMCP replay flow around `run` to mark replays incomplete when the
128-call cap is reached or `vm.runInContext` times out, while keeping ordinary
page exceptions as valid partial replays. Propagate that signal to `webmcp
notCalls` and make the check fail for incomplete replays, even if no forbidden
tool call was recorded.

Both outside-diff findings in review 5688221233 are fixed in 568b3d4:

  • R12: every child-process error, including ETIMEDOUT and ENOBUFS, is a harness fault before grading partial output.
  • R13: VM timeouts and the page-call cap also terminate replay as a harness fault. The cap remains detectable when page code catches its rejection. Ordinary page exceptions still retain executed calls.

The regressions failed before the fix. vp run check:changed now passes all 419 tests and 23 affected typechecks. Regrading all saved native old/new samples leaves every reported score unchanged. Production text and model-facing fixture inputs are unchanged.

@shivamhwp I’ll resume automatic reviews. Thanks for reporting the R12 and R13 fixes in 568b3d49cf5af9ed3952af7b418d2cda124e44e1 and the passing checks. I have not independently verified those results in this reply.

## Verifying

- Test meaningful logic or observable behavior. Do not render components to static markup to assert props or attributes, or add tests that merely assert callback wiring or mirror the implementation.
