feat(composer): expand # mentions to issues and discussions - #27902
# in the composer only finds pull requests. Users already treat #N as the shared host number space (especially on GitHub), and agents often need issue or discussion context without pasting a URL.
Let the # menu search PRs together with issues (and GitHub discussions),
so users can attach repo references without hunting them elsewhere.

Macroscope's review found this PR approvable — Adds issue and discussion references to # autocomplete on web and mobile, using repository-scoped reads and explicitly selected context. Two Medium findings about search-error reporting remain subject to the separate blocking gate.

The composer’s # trigger now searches repository pull requests, issues, and discussions. New contracts, provider searches, and an RPC support lookup. Web and mobile menus create typed contexts for selected results and render issue and discussion context chips.

Adds schemas for pull-request, issue, and discussion search results, issue and discussion context records, and the provider search interface. Registers the search RPC contract.
GitHub search returns issues and discussions. GitLab search returns issues. Both provider integrations decode reference data and handle numeric lookups.

Adds searchReferences, which combines pull-request and supported provider results, filters and orders entries, and records read errors. Connects the search to WebSocket RPC, authorization, instrumentation, and a client query atom.

Selecting an issue or discussion creates a typed context. Context text and provider payloads include bounded titles, URLs, states, and discussion categories when present.
Web and mobile context chips identify issues and discussions and display their details. The documentation describes supported reference searches and host availability.

Partial-number searches can miss recent GitHub issues and discussions and GitLab issues. Exact-number lookup still works, so the change is mergeable with this limitation understood.

Explanation
The title "feat(composer): expand # mentions to issues and discussions" matches the main change in the changeset. The raw summary shows the composer # trigger now searches pull requests, issues, and GitHub discussions through a new repoReferences.search RPC, with web and mobile inserting issue and discussion chips. The title is concise, follows conventional-commit form, and names the primary change. It does not mention GitLab or the new RPC, which is acceptable because the title does not need to cover every detail.
Full details: Description check
Explanation
The description gives a clear problem statement, a change summary, and verification steps with manual results and screenshots. It also lists what was not checked. It follows the template's main sections (Problem, Change, Scope and approval, Verification). The Scope and approval section is incomplete: the linked discussion has no maintainer approval comment yet, and the author says so. The template requires explicit approval for this kind of feature, so the PR does not meet the scope requirement. The description is otherwise mostly complete, so the check passes on structure and content, but the approval gap should be noted for the reviewer.
Resolution
Before merge, obtain and link the explicit maintainer approval comment on discussion #27905. The template's Scope and approval section requires it for this feature. The author already notes that approval is still pending.

Retain exact lookups and filter recent candidates before limiting results.
For a numeric query, gitHubHashReferences disables issue search, and GitHubPullRequestApi.searchHashReferences returns the exact detail results before loading recent issues or discussions. Therefore, #12 cannot match a recent issue or discussion numbered 123, although the composer contract supports numeric substring matching. Keep exact lookups, then match recent issue and discussion numbers before applying the result limit.

Fetch recent issues for numeric references.
For query #12, GitLab performs only issues/12. The service already matches numeric references with String(entry.number).includes(query), so a recent issue with IID 123 must also come from the recent issue list. Keep the exact lookup and merge its result with the recent list.
Update searchHashReferences so the numeric branch requests both issueDetailPath and issueListPath, then combines their decoded items. The detail request must remain the exact-IID lookup.
