Prepares the v0.8.6 release tag. It carries the review-precision passes that check a finding's citation against the code its prose names, the login and device-authorization flow, and the release gate corrections: a benchmark run that reaches no provider now fails as an outage rather than as an empty comparison, and the gate blocks on the metrics a single run can measure. The v0.8.5 tag predates those gate corrections and was never published.
