External Process Runner (alternative to exec, shell_exec, proc_open)

Would be nice if there were something like Laravel Processes (which itself is based on Symfony Process Component):

If it were to be developed, it would have to have another name other than "Process" since Process right now is a ProcessWire specific thing.
