[PULP-2548] Add key-signed attestation verification support - #1327
The reason will be displayed to describe this comment to others. Learn more.
I'm having second thoughts about moving this patch over. I think we should spend some more time thinking about the feature and what would be useful to more people.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The change adds per-domain RSA public-key verification for attestations without a Sigstore certificate. Package uploads now verify supplied attestations. The change also adds test configuration, functional tests, and documentation.
Changes: Custom attestation verification
Layer / File(s)
Summary
Attestation model and key configuration pulp_python/app/provenance.py, pulp_python/app/settings.py, template_config.yml, .github/workflows/scripts/before_install.sh, .gitleaks.toml
Attestation allows missing verification material. ATTESTATION_VERIFICATION_KEYS defaults to an empty dictionary. Test configuration installs public and private keys and sets the default-domain public-key path.
Certificate and custom-key verification pulp_python/app/provenance.py
verify_provenance retains Sigstore verification for attestations with certificates. For attestations without certificates, it loads the current domain’s configured RSA key, validates the subject and digest, and verifies the DSSE signature.
Upload integration and verification coverage pulp_python/app/pypi/serializers.py, pulp_python/tests/functional/api/test_key_signed_attestations.py, CHANGES/1340.feature, docs/user/guides/attestation.md, docs/admin/reference/settings.md
Package uploads verify supplied attestations against the filename and SHA-256 digest. Functional tests cover successful verification and rejection cases. The feature note and documentation describe custom-key verification and its limits.

Custom-key verification still permits malformed or misattributed provenance, and some invalid attested uploads return server errors; these issues should be addressed before merge.

Explanation
The title names the main change, adding key-signed attestation verification support, and carries the ticket ID PULP-2548. The changeset adds per-domain RSA PKCS1v15 key verification for attestations without a Sigstore certificate, which matches the title. The title is specific and short, so it passes.
Full details: Description check
Explanation
The description lists six changes from pulp-service patch 0048 and includes the standard checklist. It does not cover the test or documentation work in the diff, and the checklist items are all unchecked. The description is mostly complete for a PR at this stage, but it has gaps. It does not say what the PR adds for users, does not explain the new ATTESTATION_VERIFICATION_KEYS setting or how to use it, and does not confirm that the changelog entry, documentation, or tests are done. The author also notes that commits will be squashed later. The description does not say how the change was tested.
Resolution
Add a short summary of the feature for reviewers. Explain how to configure ATTESTATION_VERIFICATION_KEYS with a domain-to-PEM mapping, and note the RSA PKCS1v15 with SHA-256 requirement. Mark each checklist item that applies. The changelog entry (CHANGES/1340.feature), user documentation, and functional tests are in the diff, so confirm them in the checklist. Also state how the change was tested. Keep the squash note in the description or remove it once the commits are squashed.

`verify_provenance` into the certificate-less attestation branch, after
`_has_valid_certificate(attestation)` routes valid Sigstore attestations to
`attestation.verify(...)`. Keep custom-key verification and the missing-key
error within that branch so Sigstore verification does not depend on the
optional key.

Did I originally call this SLSA attestation verification support? If I did, sorry I was wrong. This is adding support for public key signed attestations. Doesn't matter if the envelope is of SLSA or PypiAttestation, the change is in the VerificationMaterial allowing certificate to be null and optionally specifying public_key.

- Around line 119-123: Qualify the downloaded-provenance verification guidance
in the documentation near the recommendations for sigstore and
pypi-attestations: explain that key-signed attestations in this custom-key
format require a verifier that supports it, and that the standard
pypi-attestations verification path does not apply.
- Line 108: Update the PULP_ATTESTATION_VERIFICATION_KEYS example to quote the
entire @json value and clarify that it must be set in the shell environment
before running Pulp.
Review comments at @pulp_python/app/provenance.py:
- Around line 192-193: Update the direct-upload verification path around
_verify_statement_subject and _verify_signature to enforce the configured
publisher policy: bind the claimed bundle.publisher to the verification key, or
reject trusted-publisher claims on this path. Keep accepting attestations only
when the publisher claim is established by the key.
- Around line 139-140: Validate the complete statement before accepting it:
require an object with the supported `_type` and `predicateType`, validate any
predicate and subject shapes, and check that the subject digest is an object
before accessing its SHA-256 value. Convert malformed or unsupported input to
`VerificationError` so upload callers handle it consistently.
