Migrates
listsfrom Bower/Pulp to Spago and updates CI. The registry deprecated support for Bower-based packages in September 2023, and as of September 1, 2026 it no longer promises any long-term support. To accommodate the change, this upgrades us to the officially-supportedspagopackage manager.I also updated CI and our formatting. Repository configuration, benchmark relocation, conditional layout, and formatter output are in separate commits. The benchmarks remain in an unpublished workspace package, use the local library, and retain all workloads and
--expose-gc.This will be released as version
7.0.1because the migration does not change library behavior, and the production dependencies match what is already in the registry for7.0.0. The only previously unreleased library change is the equivalentconcat = joinsimplification in #212; there are no API additions or compatibility reductions.
