Migrates ordered-collections from Bower/Pulp to Spago and updates CI. The registry deprecated support for Bower-based packages in September 2023, and as of September 1, 2026 it no longer promises any long-term support. To accommodate the change, this upgrades us to the officially-supported spago package manager.

I also updated CI and our formatting. Repository configuration, benchmark relocation, style adjustments, and formatter output are in separate commits. The unpublished benchmark package uses the local library and preserves the existing workloads, comparison implementations, and --expose-gc runner.

This will be released as version 3.3.0 because master includes the unreleased Data.Set.range API addition (#75), requiring a minor release. The migration preserves library behavior and the production dependency bounds already in the registry for 3.2.0; library source changes are limited to formatting and documentation layout.
