The MinGW CI job has been failing lately - https://github.com/python-pillow/Pillow/actions/runs/40053103384/job/120749911910
#10299 suggested switching from MINGW64 to UCRT64. Taking a look at https://www.msys2.org/docs/environments/, I found that MINGW64 is now listed as a 'Legacy Environment', and 'If you are unsure, go with UCRT64'. So this PR switches to that, in order to replicate current users' experiences better.
I have taken some inspiration from #6888
